      I would sew it by hand, if possible. And then cover both the inside and outside with enough tape.

    2. If it were me, I’d use duct tape or similar as folks suggested. But I’d also pick up a dry bag in the next town, and use that as an extra layer within the pannier. Cheap way to ensure water proofing and still use the pannier through the trip.

    3. TPU repair tape on both the inside and outside. It sticks like s#£t to ortliebs, is waterproof and not that visible.

    4. I had a tear in these same panniers after a very low impact crash. Not impressed by that fabric honestly.
      On the plus side, gaffer taped over it which has held up fine.

      Gorilla or tent repair tape on the inside will keep the water out for now. For a longer-term repair, there are repair kits for these panniers but they can be hard to come by and I think the patches might be too small for this tear. An airbed patch kit (for the heavier-duty car camping air beds) might be easier to find and have bigger patches – the glue should still work. Again, install on the inside.
