    [Music] for [Music] [Music] it’s 10:00 this is Sky News at 10 our top story our prisons are on the verge of collapse the message from the new government as it confirms the early release of thousands of inmates they’ve got rooms in their cells for televisions luxuries take them out put another bed in this is we hear the verdict from the families of the victims of crime who say they’re concerned despite the insurances of ministers and the country’s big biggest police force now leads the Manhunt for the suspect in a Grizzly crime the discovery in suitcases of the remains of two men also tonight why President Biden’s own party critics are still holding back despite his latest verbal slips the Monarch his ministers and a Hollywood star the latest evidence of The Changing of the Guard under King Charles and the man leading England into the European championships final tells us why he can’t yet decide on his future the last five six weeks have been an absolute roller coaster so I don’t actually know where I am with anything other than um very focused on preparing the team for this game and we’ll take a first look at tomorrow’s front pages in our press preview from 10:30 right through to [Music] midnight good evening the new government was clear today over where it places the blame for the first crisis to confront it Rishi sunak and others in number 10 were the guilty men said Labour’s Justice secretary who were responsible for allowing prisons to become full to bursting Shabana mahmud’s answer is to release thousands more prisoners early to avoid what she warned could be a total breakdown of Law and Order victims of crime and their families that we spoke to were not impressed we hear all from one father in a moment but first our correspondent Molly Malone reports today’s visit by the Justice secretary to Bedford prison might look controlled and it might look calm but the situation in our prisons is anything but how are you finding things here tell me um yes it is um it’s very challenging they are overcrowded and Under Pressure a new government with old problems our prisons are on the point of collapse so today a new an M that come September thousands of prisoners can leave jail earlier than they would have otherwise with exclusions for the most serious and violent offenders those serving eligible standard determinate sentences will leave prison after serving 40% rather than 50% in custody I do not take this decision lightly the last government have been running another early release scheme with offenders able to leave prison up to 70 days early criticized for being last minute and chaotic with pressures on probation in September that will stop with the introduction of today’s new plans instead you’ve admitted today’s announcement is yet another emergency measure how long is it going to take to fix this prison’s crisis before meaningful reform is possible and are you confident the public will be kept safe while we wait for this measure in September if we stepped back did nothing just waited maybe hoped for the best we would face the breakdown down of Law and Order in our country and I am aware that every option at this point presents some risk but the risk of the breakdown of Law and Order I think is much worse these measures have so far been cautiously welcomed by the prison and probation service but ultimately the early release of prisoners creates additional workloads for a system that’s already stretched and reformers say what’s needed is a total shakeup at this charity in South London they’re trying just that training ex offenders in tapestry rehabilitating by reskilling to try and stop reoffending so I’ll be in prison now every year I was in and out of prison I’ll tell you the truth and this is the longest I’ve ever been out it just gives me something a purpose the sort of change we need is not shortterm it’s longterm there are an awful lot of people in prison who have accepted that they’ve made mistakes and they want the help to break the cycle today came a strong signal that this government know they need to stitch the criminal justice system back together but they know too these announcements alone are unlikely to do that not a silver bullet but a sticking plaster Molly Malone Sky News prisoners who’ve committed serious violent offenses will not be considered for early release in the new scheme but that’s little Comfort to the family of Oliver freckleton one of the men who killed him has has already been freed and his father told us any plan to release prisoners is not the answer the pressure though is intense there are just 698 free places left in men’s prisons right now that’s despite the previous government’s early release scheme which led to 10,000 people being freed since October last year the scheme announced today will kick in from September and should lead to thousands more leaving jail our community’s correspondent Becky Johnson spoke to Oliver freckleton family they drove there and they were greeted by armed police uh my wife laid down on the floor and she could see uh sorry I do get emotion about this could see they were trying to resuscitate ol of her uh sorry I remember screaming and just collapsing on the floor Oliver freckleton was Rob’s oldest son he was stabbed to death at a house party in Burton Upon Trent in 2021 he was just 19 years old see that’s where it happened one person was convicted of Oliver’s murder three convicted of manslaughter but less than three years after Oliver’s death one of his Killers has already been released from prison the prisons are full and some people will say well something has to be done but how did it feel when someone who’d been convicted of killing your son was released early angry the criminals feelings seem to be taken more into account than the victims what I say might be controversial but these prisoners they’ve got rooms in the C for televisions luxuries take them out put another bed in I know there’s people out there saying oh that’s inhumane so what really so what there are fears that releasing more prisoners early will increase the rates of reoffending every every week three murders or sex crimes are carried out by criminals on probation according to figures released by labor last year when they were in opposition then the party claimed it showed the probation system was in chaos even those who believe something must be done to create more space in jails believe it needs to be carefully managed we absolutely welcome today’s Announcement by the government to reduce the uh prison population to tackle that crisis of overpopulation in our prisons but Oliver’s family and many others feel victims have been failed and forgotten Becky Johnson Sky News Burton Upon Trent the Metropolitan Police is now leading the search for a man who left suitcases containing the remains of two other men on Clifton suspension bridge in Bristol they’re searching the area around a high-rise Block in West London this gu Matthew Thompson is at the scene Matthew what updates do you have tonight well within the last couple of hours really the Metropolitan Police say that they have arrested a 36-year-old man in another part of London in Greenwich and he remains in custody but they’re very keen to stress that it is not the suspect that they have been looking for up to this point now we’re here in West London in Shepherd’s Bush where through the day forensics officers have been searching a property behind me quite what the connection is to the suitcases found in Bristol containing human remains or indeed to the chief suspect we aren’t clear a private ambulance did arrive here at the scene earlier this afternoon and left again after a couple of hours as you can see behind me uh a significant security Cordon remains in place what we do know is that police say that they have evidence that the suspect traveled from London to Bristol on Wednesday so just a few hours before the suitcases were founded in Bristol containing what we now know to be the remains of two adult males who’ve yet to be formally identified now I’ve spent the day here at the scene I’ve spoken to a number of local residents none of whom wanted to give their names or appear on camera but they all describe being woken in the early hours of the morning one woman said by barking dogs as police officers entered the property just behind me and one woman said that she hadn’t made the connection to the suitcases in Bristol until she saw it on Sky News at which point she said she burst into tears so clearly here there is a degree of fear a degree of disbelief that something connected in whatever way to such horror could be happening quite so close to home Matthew thank you President Biden is back on the campaign Trail tonight as his administration tries to convince voters and Rich donors that he’s still up to the job we can bring you pictures of him live in Michigan autoq moments get out with real people uh be Scranton Joe that that sort of man of the people uh that won him the election last time around but but as you as you said you know it has been one heck of a week and it has been a week where all eyes were on him uh there were gaffs there are always gaffs he is he’s Gaff prone he has been for years but of course right now uh the focus is so much greater on that and and I think look I was thinking about it just now how much worse off is he at the end of this week than he was in the beginning I think probably not that much that that that interview he did with John Stephanopoulos on ABC News a week ago that was designed as a reset moment after the disastrous debate it kind of wasn’t a terrible interview but nor was it great and I think last night’s news conference kind of was the same as well yes there were the the gaffs that that that that will be focused on by many but step back and his performance was not all that bad um it does appear um that some of the donor’s wallets are beginning to close some of the lawmakers on Capitol Hill here are beginning to uh more lawmakers are beginning to come out of the shadows and say that we that they need a different candidate but the dam has not burst uh it seems as though an inner circle the Inner Circle in the White House that his family and staff who are as close of as family is gradually shrinking but the inner circle is all important and for now they are saying he should fight on all eyes I should say next week will be on the Republican Party the Republican party convention in Milwaukee at Wisconsin that will be the focus and we will discover who Donald Trump’s running mate will be mark thank you the man who plotted to kidnap rape and murder the TV presenter Holly Willoughby had hatched his sadistic brutal and degrading plan over a number of years the judge sentencing him said today Gavin Plum who had a history of attacking women will serve life with a minimum term of 15 years for the crime our crime correspondent Martin brunt reports from Chelmsford Crown Court at the moment you’re under arrest for conspiracy to who Holly Willoughby I’m not going to lie she’s a fantasy but it wasn’t just a fantasy jurors had seen through Gavin Plum’s lies the judge said as he sentenced him to life imprisonment it is clear from the evidence including your prior convictions that you pose a significant risk to women generally of serious harm occasioned by the commission of sexually motivated acts of threatened and actual violence I find in other words that you are dangerous having regard to the seriousness of each of your offenses individually and together as well as everything else I know about you Plum planned to kidnap rape and kill Miss Willoughby the TV presenter knew nothing of the plot until Plum was arrested when police told her she was distraught the impact of this offending said prosecutor Allison Morgan has been lifechanging for the victim of these offenses both in private and personal terms private personal and indeed professional it is clear that the extent of the shock and fear caused by this offense has been impossible to convey hands and Ankle shackles this was Plum’s kidnap kit he shared it online in a bid to recruit accomplices he bought what he thought were bottles of chloroform to knock out Miss Willoughby in a chat room called abduct lovers he used depraved sexual language to describe what it do to miss Willoughby Plum’s Barrister said he’d read Miss willoughby’s impact statement and was devastated he’d called her so much pain he was embarrassed and ashamed that his online conversations had now been made public the detective in charge of the case described Plum as a sexual predator this case has brought misogyny and violence against women and girls to the four it has demonstrated that we all have much to do to stamp it out of society it cannot be right that men like Gavin Plum are able to join online forums where they freely vent their hatred towards women and girls and plot to cause them harm after months off work Miss Willoughby is back on TV an indefinite restraining order on Plum stops him attending any show she’s on or trying to contact her that if he’s ever freed from prison he must serve 15 years before any chance of parole Martin brunt Sky News at Chelmsford Crown Court the Home Secretary said today the first known loss of life in the channel since the new labor government was elected was truly awful the French authorities said four people died when their boat capsized 63 more were rescued the incident happened off the coast of Bin Su in northern France from there our Europe correspondent Adam Parsons reports in bin the end of a grim Twilight rescue operation the air had escaped from an inflatable dingy in the channel around 60 rescued but four people died it is the latest tragedy in these Waters of northern France tens of thousands come here every year with just one unifying aim to get to Britain the dangers of these small boats are obvious and so is the enduring political residence of them crossing the channel rishy sunak made it an article of faith that he would stop the small boats K’s approach very different he can the Rwanda plan and is focusing instead on enhanced cooperation and stronger security measures more than 13,000 people have already crossed the suspected of killing three women with a crossbow in hartfordshire has been arrested 26-year-old Kyle Clifford is being questioned over the killings of the wife and two daughters of racing commentator John Hunt Carol Hannah and Louise were found on Tuesday evening with serious injuries and died a short time later Carl Clifford remains in a serious condition in hospital Alec Baldwin’s manslaughter trial has been put on hold as his defense team have asked the judge to throw out the case the Hollywood star is accused of involuntary manslaughter over the death of the cinematographer helina Hutchins on the set of rust in 2021 the motion has been filed over what the defense says is ammunition evidence the prosecution hid from them that may be related to the shooting which they deny and England’s most successful ever bowler James Anderson retired from test cricket today after 21 years he was given a guard of honor at Lords the same ground where he made his debut Anderson’s wife children and parents were there as he brought down the curs now it’s not every day you see the king sit down at what looked distinctly like a cabinet table with members of the government the presidents of the Hollywood star Idris Elba as well as saki starma though showed it was something a little different a forum to discuss knife crime and other issues facing young people King Charles said he would be watching the progress of their work as our Royal correspondent Rihanna Mills reports we weren’t expecting to see him at St James’s Palace but the Prime Minister had come straight in from Washington the king had wanted him here to listen to what these young people have been through don’t be put off we are very interested what the Monarch’s convening power combined with star power publicly with the Prime Minister and cabinet ministers talking about a social issue I have to pick myself up and do something about it policy may need to change but some would argue there is now at least consensus we’re fortunate we have uh uh a government that is prepared to step into that the government prior wanted to as well but you know right now is a moment for change not talk said the Prime Minister making this promise to the young people you have the right to push us you have the right to say to that to me and to Lisa you said you were going to get on with this get on with it because um this is really important the king then surprisingly admitting he will be keeping an eye out seems to be the great ambition now should be to join up all the dots to bring in everybody that you would walk away if you didn’t win it despite all the personal toll on you and your family given the exciting players available now to you how difficult would it be to walk away especially if you win the final well nothing’s that difficult but um um emotionally it would be impossible for me to make a logical decision at the moment on any of that because my sole Focus for two years has been winning this tournament um the last five six weeks have been an absolute roller coaster so I don’t actually know where I am with anything other than um very focused on preparing the team for this game um and determined to keep leading them in the way we have over the last month Eng Eng Eng this is where England are heading Berlin dreaming of glory after being denied the trophy by Italy three years
