New bike – excentric problem

Hey folks – I hope I am good here 🙂 it's a Cinelli Tutto Plus and my first fixed gear. I received it like that – meaning depending on the pedal position my chain tension varies. I cannot find the problem :/ the crank seems to be moving "round" no wobble or anything.. any one an idea what could be wrong ? :-/
