Hairspray is what regular TTers use to keep up saggy aero socks!
As an aside what you’ve gained in sock aero you’ve probably lost in your loose jersey sleeves. Even if it’s too cold for a short sleeve jersey, arm warmers will generally give you a better, tighter fit.

Heard a few folks have issues with rule28 ones falling down, meanwhile my 10x cheaper Aliexpress ones are fine. Maybe you should look at some aero overshoes though, those boa dials are not great for watt savings.
For sock height, that’s UCI rules, doesn’t apply to UK time trials (which looks like you are, judging by the Oulton Park Hot lap thing).
