      Tektro rl721/rl726, with the set screw close to max, and your calipers set with low modulation, can leave the lever right up against the bars.

      Or, Paul E lever. I recommend the Paul lever. It leaves more room to let your brake have some modulation. The tektro up against the bars can be really touchy, and could lift the rear wheel if you aren’t careful.

      Are you just trying to get cross bar levers? Tektro/trp makes some. The trp ones are cool. But the set I have the adjustment screw has torn out.
      You’ll find them commonly mounted to cheap flatbar roadbikes/fixies as there the cheapest short pull lever
