Needs new seat, pedals, and tires. Probably grips, too, and maybe bearings. Teeth on sprocket look pretty pointy and worn, so add the cost of a sprocket and chain (that could be a problem for future you though). No good pic of the driver, that could be worn out too. Add what you need/want to replace to your cost and make your decision from that. Maybe haggle a bit if you want.
Remember to keep some funds in backup in case something catastrophic happens like the rear hub blows up or something. If you care to be prepared, that is.

Check Facebook marketplace u can find nice ass cults or Sundays that look brand new for around that price 👍 that one looks very rugged I think u can fin better
