I recently bought a steel Croix De Fer from 2017 and although it looks good on the outside, I noticed that there is some rust in the inside of the little tube between the seatstays. Also, when I peak in the little holes in the seatstays and chainstays, it seems like there may be some rust too. My questions are:
    1. Is it safe to ride?
    2. Is it worth it to strip down the whole bike and try injecting something like evaporust and framesaver in the tubes?
    3. If yes, should the latter be done ASAP or nothing would change if I'd do it at the end of the season?
Or maybe you'll say the frame is a throw-away… (I hope not).
I also found some rust in the seat tube but I'm not too concerned about that since it seems light and shouldn't be that hard to remove.
    Thank you for the answers!

Looks fine to me. It’s all surface rust. Pretty hard for something to rust from the inside out. The worst rust on the frame is going to be the areas you can see.
