I happen to have the back light fixed, but I pop the front one in my pocket when I go out – they are not going to be much use in "poor" light, only dusk and night time. I attach that front one and switch on the back one in these situations.
Not seeing them on daytime parked bikes tells you nothing about whether they are used.
I never leave a detachable bike light on the bike unless I am having a very bad, fuzzy head sort of day. Glad to get back to the bike and find the light stll attached….
Not so many dynamo bike lights around these days. So they are vulnerable to theft and vandalism.
You are not going to be able to clock up a valid survey during daylight hours though.
