He's self employed and he isn't going to make any money obeying the law. Probably earns less than minimum wage with no holidays, and has to do his own tax return. LOL. Yeh like these people really pay their taxes. The majority are made up from the 17,000 missing migrants the home office have "misplaced". Illegal activities like this happen thousands or tens of thousands of times a day in London.
And not using a mobile. Must be because its underground. On cycling, its rare to actually see one obeying the law. The worst I've seen recently was a woman laying a log on the high street. My flabber was so ghasted, I forgot to video it. However, there's a video of another woman using a phone booth as a toilet, and she'd bought her own toilet paper. It's getting bad.
Gotta hand it to these immigrants, risk their lives getting here (from war-torn France?!), then risk their lives delivering you your pizza!!! 🤔🙄🤣
