Public engagement so we are going to move through as quickly as we can and get started we are not expecting a far along we just had it um so I’m going to pass over to Sarah to read out the rest of the housekeeping rules uh thank you please note that this

At the end as does council Hadley for other engagement so we are going to try and make sure we stay to time so there may be people leaving as we move through the day gender item two Declarations of Interest we haven’t had any to date does anyone have any that they’re aware
Of no um I suppose um the accommodation bid as the council’s official representative on the shadow board probably should declare that although it’s not a pecuniary interest as we we don’t get paid to do that um if anyone thinks of any if you can just shout out beforehand agenda item three

Now we are going to have to change the order of the public issues because um the gentleman who is supposed to be attending to read his item isn’t here yet so we’re going to start with the public questions we do have a period of time of
15 minutes um but I am very keen to make sure that we hear from people um so I’m going to extend that um just for clarity for those people that are here are public questions you get an answer to your no yes you get an answer to your
Question um for your public statements we don’t answer the public statements but we will likely refer to them during the relevant debate uh during cabinet so um and all of the questions and answers will be published uh with the minutes so our first public question is from
Jillian warville but she’s not here this is on agenda item nine and uh our Clark is going to read the question uh thank you so the question from Jullian wallsold my daughter goes to Christ Church connect for six hours a day four times a week if you close
Christ Church connect my daughter would need one to one care for the same hours per week to enable her to access the community as she cannot access the community on her own for safety reasons I’ve looked into this and my findings are the minimum wage from April 2024 is
£44 an hour based on six hours a day and four times a week that equates to 2 £ 7456 four times a month equals 1,098 24 12 months of the year equals 13,17 88 so my three questions based on these findings are one can BCP Council
Cover that bearing in mind that this is minimum wage and a lot of care assistance would be higher two can BCP Council cover these cost times 50 people as that would equate to £ 6589 44 per year and three how is this cost effective for the council surely in
The long run it would cost less to house these vulnerable adults within a building based Center and thank you and I think uh councilor Brown has a response to that question yes thank you Le um yes thank you for your question um further to our previous email correspondents on this
Consultation on the day opportunity strategy and the Truro day Services review we’re aware of the concern and anxiety that the proposed changes and consultation has brought about for many of those using the centers and their families and carers at the drop in sessions which took place as part of the
Consultation process at all of the centers during January I was able to attend all except one speaking with several of those attending the centers and their families and carers and speaking at a couple of those sessions to answer questions and discuss views as well as meeting with staff working at the
Centers relating to the potential cost of alternative one:1 care if the Christ Church connect day Center was to close for not only your daughter but all of those attending this Center and the cost effectiveness of this for BCP Council should a decision be made to close a day
Center the costs of Alternative Care and day opportunities provision or alternative rest bite for carers is difficult to assess as it would vary from person to person depending on their circumstances however the intention is not to close a facility and simply fund onetoone care and rest bik care as an
Alternative the process would be that over a period of up to two years each individual would have their needs assessed and appropriate alternative provision to meet their needs would be provided whether that being an alternative Truro day Center an independent day Center or a community-based day opportunities provision as appropriate after detailed consideration
Of the results of the consultation and lengthy discussions with senior officers in adult social care and counselor colleagues you’ll be pleased to see that the final report on the day opportunity strategy and day Cent review has now been published for decision de ision by cabinet today you will see that following the
Consultation the recommendation is for the Christ Church connect Boston connect parkstone connect and mown plus day centers to remain open incorporating the high cliff plus Wallis down plus and westborne plus Services as they currently do with the pool plus Services relocated to parkstone connect I hope that this reassures you
That we are sensitive to the impact on carers as well as the person who is directly receiving the service and through the public consultation we’ve listened to those views in reaching the recommendation which are before the cabinet meeting for decision today thank you councelor brown I don’t

Offer in terms of additional rest bite for the carers that currently have their loved ones attend the dayare facilities if they are shut down and the second one is what amount has been set aside in next year’s budget for adult social care in particularly the daycare facilities off you go councelor Brown
Thank you chair and apologies if parts of this answer sound similar to the previous one since is relating to the same person in the same Center um thank you for your question in relation to Christ Church connect which your family member attends further to previous correspondence on this consultation on

Center the Alternative Care and rest bite arrangements for carers would vary from person to person depending on the circumstances however as mentioned before the intention is not to close a facility and simply provide alternative Rest by care has the process would be that over a period of up to two years
Each individual would have their needs assessed an appropriate alternative provision to meet that meet their needs would be provided whether that be an alternative day Center or communitybased day opportunities provision as appropriate relating to the budget for BCP council’s adult social care for 20425 it is £14.85 million the budget for day opportunities
And day centers has previously been around 6.5 million per year the various changes being proposed through the day opportunity strategy and the review of Truro day centers are expected deliver to deliver Savings of 1.53 five million over the next year or two as the changes are implemented the financial implications
Of the alternative option under consideration covered in the report before cabinet today as mentioned previously after detailed consideration of the results and the consultation and lengthy discussions with senior officers in adult social care you’ll be pleased to see that the final report on the day opportunity strategy and day Cent’s
Review has now been published for decision by cabinet today and you’ll see that following consultation the recommendation is for Christ Church connect bosam connect parkstone connect and mown plus day centers to remain open incorporating highlift Plus down plus and West Bor plus Services as they currently do with the pool plus services
Reloca to parkstone connect I hope that this reassures you that we’re sensitive to the impact on carers as well as the person who’s directly receiving the service through the public consultation we’ve listened to those views in reaching the recommendations which are before the cabinet meeting for decision
Today thank you councilor Brown so our next question which relates to agenda item six uh which is the climate progress report is from Steven Harper I don’t think he’s here either so uh Sarah over to you again uh thank you so the questions from Steven Harper um three
Questions first one is what were the quantities of chemicals used by BCP in 2023 number two why is the BCP Council not restricting the use of these chemicals in the listed sensitive public areas in accordance with the directive 2009 sl12 and three how is the BCP Council
Informing the public of the risk to these chemicals in accord with directive 20092 and this one’s going to be answered by Council Hadley climate um change portfolio holder thank you um Steve thank you for your question cabinet members spent a couple of hours hand weeding Pavements in Bournemouth
Town Center a week ago it was instructive in the difficulties that our staff face in attempting to use mechanical methods unfortunately as part of the recent budget setting we had to make savings to our ground maintenance operation and this is reflected in the priority setting for councils across the
Country there have been several news reports recently of other councils that had banned glyco phosphate based products and have reintroduced them because of concerns over the performance of Alternatives we have previously provided you with the list of chemical herbicides used by BCB Council and where these are
Applied I’m grateful for the effort that you then put in to analyzing all these products for us you have also raised alternative products that could be used and I’m in a very recent email acknowledged the significant costs of some of them on Monday you sent me links to an integrated weed management
Approach a common sense strategy of Designing surfaces better reducing Leaf litter and removing plants early in their life cycle I have not yet had an opportunity to discuss this with the team I did note that in an article about decision by East suets Council to continue to use chemical herbicides that
Lewis Council had an opt-in residence weeding scheme which would lend itself to the integrated weed management approach you asked about compliance with the directive 20091 128 EC this requires National governments to make action plans and it applies to all forms of pesticides we are seeking to minimize
Our use of such products and any exposures to the public thank you thank you councelor Hadley uh so the next question uh which is relating to agenda item 10 is from Adam Osman and that is also going to be read by Sarah uh thank you so the question from
Adam Osman the proposal to maintain the default speed limit on residential streets F falls short the average walk to school is 2 kmers in the UK a 2 km radius of every school in BCP would cover the entire connation children need protection via 20 mph speed limits a
Peac mail approach would merely confuse drivers half solve the issue and would cost more with on and off signage I question the figure of 300 million to retrofit speed limits I believe this figure is disproportionately large and must be reviewed I query the need for enforcement of 20 mph limits being a
Barrier to implementation this is far from the case we know 30 mph limits aren’t enforced there is no reason we cannot work towards enforcement while implementing 20 M hour now do authorities not allow 20 M hour without enforcement if not so this is a major barrier to progress and should be
Tackled thank you so councelor Hadley youve got this one as well thank you Le um Adam thanks for your question and your interest in the safety of children getting to school it is an ambition that the three towns Alliance share reducing speed is one of the measures we are considering
Alongside safer Crossing points and measures to assist those walking Wheeling or cycling on the more major roads the council does not have unlimited funds and we have to balance many transport priorities I agree with you that implementing zones everywhere seems hugely expensive the 300 million pound figure in the report is an
Estimate of the cost to put 20 m per hour zones in on all residential areas across Beach BCP covering all the purple shaded areas in the map at Annex 2 of the report that we’re seeing today it is important to highlight that 20 mph zones have physical humps and build outs to
Reduce speed and 20 mph limit areas just use signs and Road markings these are much cheaper to implement but are not self- policing the existing 20 mph measures in BCP are a mixture of the two we have 55 zones and 22 limit schemes because we have to date selected treatments at
Locations with historically High casualty levels our casualty reduction data shows that the limit areas have been effective this is in contrast to some evidence from elsewhere including the national studies where the benefits of a sign and markings approach are much less than for zones with physical features part of this will be an
Averaging of the benefits Dorset police are supportive of targeted measures using an evidence-based approach to reduce speeds and injuries arising from collisions and we recognize their constraints on enforcing against speeding they are Keen to help us support Community speedwatch schemes thank you thank you now we have
No petitions we do have a number of statements I’m aware that Mr Drury still isn’t here he has a statement and a question so uh if everybody’s okay I’m going to allow him to put his question and his statement at the end if he’s not

Miles an hour so Sarah over to you thank you statement from Nick Greenwood National studies on 20 mph speed limits have been inconclusive therefore counc counc Do’s suggestions for local comprehensive Road Safety study should be implemented Council o apparently has no time for such wisdom and has
Expressed a desire to move directly to a blanket 20 M hour limit seemingly unassumed seemingly assuming these limits are The Panache of all traffic accidents at the most recent on meeting councelor Hadley initially presented false data claiming over 700 traffic accidents occurred in the BCP area
During a period of one year near the end of proceedings he corrected himself saying that the period was over four years de is not served when discussion relies on false data and when non Quorum of less than 20 out of the 76 Council shall OBS toate concurrently the United
Nations Flag was flying outside perhaps betraying the world government 2030 agenda of many counselors thank you so we don’t discuss them at this point I can assure you Mr Greenwood there will be some responses to those comments during our discussion uh the next one is Elizabeth glass on the same
Issue thank you statement from Elizabeth glass in in the report on the 21-hour options it stated that men middle-aged groups people without a disability white British heterosexuals and Christians consider freedoms associated with driving are being compromised by default therefore it’s suggested that other groups are not concerned about these
Freedoms we are all concerned about Freedom as we know that the 20 mph scheme is a trojan horse to bring in more control and eventually remove cars from our roads altogether councilors I need to remind you that you work for us and apparently you do not have the Mandate for
This thank you Miss glass uh next statement on the same item Charles Ross illingworth thank you um I’m concerned at the desire by some members of the on committee to push the 20 M hour agenda without full consultation with the constituents of the BCP area this agenda
Will have a profound effect on local people and the one-dimensional approach that speed is a principal determinant of road traffic casualties as controversial and does not take into account other re relevant factors the failure of the oness committee to call for neither full consultation nor a comprehensive local
Road Safety study as suggested by councelor Dove seem cynical and lacking transparency if the councilors who voted for this proposal felt the public supported their agenda they will have little concern in fully engaging with the public maybe those counselors knew they did not have much local support
Causing them to avoid for and proper consultation without regard for the refuse of BCP constituents how is that reasonable okay so that takes us on to I’m going to call on it’s Mr Drury that’s that next to you now is it hello Mr Drury I’m going to call on Mr Drury

Um of uh I I’ll go to the questions first sorry as my wife and I get older we need the p of mind and continuity the present building based provision affords many of the strategies proposed day opportunity providers have Open Door policies this would be totally unsuitable for the safety of have son
Independent private sector providers use use of community halls and such buildings which from previous experience often lack reliable Services EG adequate heating hot running water cleaniness Etc fill my wife and I with anxiety for the health safety comfort and mental wellbeing being of our son and other clients most of the current clients
Accessing the building based a centers need continuity in their lives without continuity their anxiety levels will cause distress for them and their carers has any consideration been given to the potential damage this will cause to the V to these vulnerable individuals and carers already under extreme daily pressure 365 days of the
Year thank you Mr to turn off your microphone thank you for your question Mr dran conversations on this matter um we recognize the value of day service buildings and are therefore proposing that following consultation feedback Christ Church connect where we understand your son Peter attends should remain open we acknowledge that for some
People a community-based option may not be an appropriate provision depending on their needs following the consultation and drop in sessions we arranged in January 2024 we have Incorporated the concerns of carers and those who access Truro day services in the papers provided on Monday to the health and adult social care review scrutiny
Committee and today to Cabinet the potential closures of service have been subject to inequalities impact assessment and as per the papers for these meetings have identified the following relevant risk factors for people with a disability a risk of change for those with dementia some mental health conditions learning
Disability and or Autism this includes negatively impacting the health and well-being of a person lack of continuity of care loss of relationships with other people using the service and their staff team and establishing new relationships in an alternative service the risk of being unable to meet a person’s needs change Andor the
Increase in travel may be a barrier for those with complex disabilities and or conditions change could disproportionately negatively impact those who are socially isolated and or have neurodiverse conditions such as autism and for carers there is the risk that being unable to meet a care for person’s needs May negatively impact the
Ability for carers to fulfill their role there the risk of loss of relationships and support networks for carers and the risk of increasing care restrain the recommended proposal for the future of triu day Services is therefore that connect services to remain open and incorporate highcliff Wallis down and westborne plus Services
Already based there in addition Pool Plus to be relocated to parkone connect and Mone plus service to remain open high cliff wallers down westborne and pul plus original sites to be closed we hope this reassures you that we’ve listened to people’s concerns and provided an option that continues to

There was such a difference between the cost of day opportunity provision by the individual Community workers Community groups and independently run private companies offering day opportunities and the existing Truro connect day centers this question wasn’t was not answered during the meeting and my suspicion that the independent and private sector
Operates on profit motive with inexperienced and reduced staff levels meaning Corners will be cut along with staff pay and the quality of training resulting in a service which is not fit for purpose can Mr Gillings Stoke Mr Brown please answer councilor sammon’s question on this satisfactory

The 15th of January we subsequently met with the day opportunity’s co-production group on the 24th of January which you kindly attended following feedback from this meeting we met again as a group on the 9th of February appreciating you didn’t attend this meeting to confirm revisions to the strategy and we’ve also um considered
The slide relating to this that you you’ve sent to me as a result we have added into the finalized strategy which is before cabinet today the following note regarding the cost of building based day services so building based day services are often more expensive due to a range of factors including managing
The needs of a more complex group of people including personal care and a range of health issues Staffing costs related to this maintenance and running costs of a building potentially owned by the company and pro Tri curo services having previously employed Council staff on different terms and conditions in
Regard to pay and pension schemes we also added the following definition of community- based provision into the strategy as there was a need to Define these services this is as follows communitybased stay opportunities are defined as smaller organizations that may or may not use a building in the
Community to run their services from but are not purpose-built B service buildings these Services tend to provide for a smaller number of people with less complex needs but have paid members of staff and insurances associated with a building based a service such as insurance in place training for staff
Staff checks such as DBS quality assurance measures policies Etc we’ve successfully commissioned these services for many years from existing providers who are primarily charitable and or non not for-profit organizations our experience has been that the safety and outcomes for those accessing these Services has been positive and the cost
In appications have been competitive the day opportunity strategy therefore proposes a mixed model of buildings Based Services and the development of communitybased day opportunities to meet the needs and wishes of people who access services and their carers now and in the future thank you councelor brown okay H and finally your statement move
On our adult son Peter has Down syndrome and autism his care needs are challenging and complex and vulnerability demands high levels of professional and expert care apart from providing a safe and secure environment the staff and management of existing day centers understand Peter’s needs and the importance of continuity and consistency
Of care this professionalism allows us to enjoy some essential rest bite safe in the knowledge that Peta is being well looked after and safeguarded we recognize the severe Financial pressures on BCP and appreciate that professionally managed a centers cost more than other types of day opportunities that said they are tried
And tested and fit for purpose and it is important when comparing alternatives to compare like for like I fear that the level of support and Care presently provided by our day centers is unlikely to be replicated in many of the Alternatives being considered thank you Mr Dr and finally we have one more

Much you need to turn your microphone on good morning I’m Tom Hayes Labour’s parliamentary candidate for Bournemouth East and I’ve been working alongside carers local people and service users of more down plus to save this vital service I wanted to start by saying that all of us are thrilled by the
Recommendations to retain connect services including bosum connect and to retain more down plus we recognize that the other recommendations will be hard on people the Administration has inherited Financial chaos from the previous administration and continues to suffer from government Cuts I want to use this opportunity to represent
Feedback from carers local people and service users and their points are three-fold firstly at mown plus there is an excellent team with time to care that could not be replicated elsewhere mown plus is a purpose-built community space and it gives carers the downtime that they need to look after themselves
So that they are better able to look after their relatives I want to commend the leader for meeting with me and AA for two hours and this cabinet for the decision that it’s about to take at a time when money is scarc and politics feels polarized being able to come up with solutions
That are in the public interest by working cross party and collegiately feels really important thank you thank you Mr Hayes so we’re going to move on now to agenda item five which is recommendations from the overview and scrutiny committees that are not otherwise on the agenda so councelor um

To agenda item six and we will be calling on the chairs of the Committees uh at the relevant items so agenda item six is the climate progress report 2223 this is going to be presented and proposed by councel Hadley councelor Hadley do you have a second thank you
Councelor Wilson over to you councel Hadley thank you leader um our climate plan report does two main things it’s a look back at progress over the last Financial year and I look forwards to our plans to double down on meeting the 2030 and by 2050 targets um there are
Eight recommendations to Cabinet um and um I I I W go through as much detail as I didn’t know you in scr because I’m sure everyone’s read the paper but the first one is is to note the climate progress report um it’s important this is a look back at previous year which
Was under the previous administration um and we faced some headwinds during that period particularly around the changes to energy pricing um and the the green energy tariff that we had we had to abandon um and our um our um hydration hydr hydrated vegetable fat oil fuels in
Place of diesel um in some of our our Fleet um our housing stock has also increased so our gas use is actually gone up because effectively the the volume of properties has gone up um but we have seen a reduction of 8% in our greenhouse gas production as Council and
9% in the areawide emissions um we so then the the next one is around joining the UK 100 initiative the UK 100 is is um many of the councils in the in the United Kingdom um and working together in terms of of sharing experience sharing opportunities on U on
How to to hit the The Net Zero targets um and it’s something that was recommended last last year to to cabinet and and uh um to be investigated um and and now we believe that we should be doing that the one big change is that that brings forward the areawide target
2045 which is more ambitious but previously it just said by 20 before 2050 um Keen to to look at our priority emission sources of council buildings and there are some um in particular that are are big uses of energy that we are are looking at and U um and seeking
Grants to support us with that um we have a a fund pleased to say that we have a fund of a million pounds U um within the reserve that was passed through the budget setting for the council um which we anticipate um trying to use some of that in a recycling way
So effectively to create opportunities for saving money that then get plowed back into that fund to to to create more savings as a virtual Circle but also to look at some carbon reduction and ecology Improvement measures which are much more difficult to quantify in money terms and therefore won’t produce a
Financial return but will produce a carbon return or a biodiversity return um we we have an internal uh carbon Steering group um which is forming to bring Solutions together effectively to try and make sure that the the um different departments are working as one and they have already
Started to meet around the local area area energy plan um and we need to uh double down on our work with external Partners to shape and set our interim targets towards the era wide commitment to Net Zero and I believe there is a a recommendation from U um over in
Scrutiny which I guess we’ll come back to um so I think that’s that’s plenty for me thank you thank you Council Hadley um just just to say the word is out I’ve just literally had a message from UK 100 saying I’ve just heard on the great P
You might be joining as early as today if so this is the statement from them um if so this is really significant and you are one of the most significant potential members so I think that’s quite an exciting um thing to hear direct from UK 100 as we are meeting I
Literally got that message through a couple of minutes ago so they’re obviously listening in too so welcome to UK 100 listening to our meeting um so just to confirm we have got some counselors in the room who aren’t typically in the room for cabinet so the process for which we go through our
Discussion is the first thing we do is call upon the um chair of scrutiny um to see whether they want to add anything we then go to counselors who are not on cabinet for them to have um their say we are going to limit it strictly to three
Minutes and one go because we simply won’t have enough time otherwise and once everyone’s had their say we will then go to Cabinet discussion for any recommendations to be dis um amendments to be discussed and uh voting so first of all can I ask ask councelor riby if
He would like to come up as the chair of place and uh environment thank you very much leader and are you happy with me just talking to the paper a little bit before giving our recommendation yes great okay long as you don’t go beyond three minutes I I
Will do my best I can talk very quickly you know this um yeah when we when we got this paper obviously it’s a massive paper and seeing this progress report um we knowe that it is from the last 12 months as a commission would have liked
To have seen a little bit more on the climate plan obviously we’re only six years away now from meeting the target um 20130 Target and there was a lot of concern in the room about whether we’re actually going to be in a position to be able to do that both with the time
Available and also with the budget available which we’ve got for doing that as it is at the moment um we did note as well that the climate team is going through a bit of a transformation and changes to where it is and and the impact of that we’re hoping to see some
Really good things coming in the next 12 months from the way which they are um going to establish themselves and the way they work throughout the council um we very much welcomed the joining the UK 100 a little bit disappointed that we’re first talking about this 12 months ago and it’s taken
Us a year to get to this point but we’re glad that hopefully by today we’ll be part of that and be able to um meet their 2045 targets every wide rather than the 2050s which we’ve got so it’s always good to see that um more ambition coming forward um like
I said this is a really really big report and as the environment and place only and scrutiny committee we’re looking forward to working a bit closer with officers and hopefully dissecting this a little bit more and getting involved in some more of the um more targeted areas where we can add value so
I’ll move on to the only recommendation which we came through and it’s more towards the area wide but will also help with the um BCP ones themselves and the recommendation which we’re given is for the administration to focus on progressing and anchor procurement partnership for the BCP area and just to
Give a little bit around this this is to work with other large businesses or the NHS um other large organizations around the BCP area to procure items together which will hopefully be able to save us money and also give us availability ility to try and create orders large
Enough to order more local items from the local area so for example um doors that produce food which may be too difficult to get individually we could do that as a group of organizations bring it a lot more in closely um so that’s something which we’d like to see
And that was a unanimous decision as well from the committee thank you very much thank you councelor rby is there anybody else that wants to speak on this one so councelor farquad you like come on thank you leader and uh as ever thank you for the invitation to have the
Opportunity to address cabinet um as ever I always um try to Endeavor to address cabinet um from the views of the residents and I must say how pleasing it is to see uh uh the chairs of the most of the security uh sorry scrutiny committees here um to add their value to
The cabinet decisions um my perspective is this is that many of the members that sat around this table today and the majority of them were at that uh glorious evening um in 2019 and July of 2019 where we did pass our where we did pass our climate and ecological um emergency
Declaration um my concern is is that uh obviously we’ve uh successfully passed our budget um but um we’re endeavoring to avoid uh section 114 notice um however as highlighted by the section 151 or so um and I believe by 20 uh 26 um it may well be inevitable that we
Would declare a section 1114 um because circumstances would overtake us as regards um other matters my question um for consideration is if we did as an Administration or as a council go into a section 114 what impact would would that have um on our climate plans um and uh
Our declaration um because there’s a great deal concerns um from residents that um these matters particularly um for the climate and need loal emergency um will not be um viewed by the government or the Commissioners as being uh applicable so that’s my question which in the debate could be answered that’ be great
Thanks Council parar any body else the only person on screen I can see is Council bartett and he’s not indicated so I’m going to assume there’s no other hands are showing that we’re going to move directly to Cabinet debate I’m going to just take the chair’s
Prerogative and just say I just need to comment on the um recommendation B around UK 100 because I distinctly remember at the um last cabinet the climate plan review uh which we were on scrutiny at the time um being really pleased that we were going to join UK
100 and and hearing a lot of um Fanfare about how they were going to be a leading member of it and I was hugely embarrassed when about five months later I heard there was some really great training available and that I could put forward our cabinet member for some
Mentoring and some uh progress and we filled in the application and it was all very exciting then I got a message back saying sorry BCP not a member um at that point we decided that this was really not good enough so um thanks to the officers who’ve helped us to make sure
We could get to the point of moving to membership and it’s an absolute commitment that we get involved with this organization um as soon as we can and for anyone looking there is no cost of being a member so we’re not wasting any Council money and hopefully we’re
Going to be saving our residents a lot of money as we move towards net zero um I just um want to reassure that we have got something in our budget a million pound climate fund um I’m sure councelor Cox will comment on the risks of um the
Um section 114 around scend but that’s nothing to do with the council’s general operation we have got a balanced budget and a balanced mtfp if the statutory override on send is not extended or fixed I think every council’s going under and so I think you know we need to
Stop talking about it every meeting because I do think it’s going to start worrying residents you know everything’s at risk we we really need to sort of say let’s focus on what we are doing and let’s drive it Forward outside factors are outside factors and we have to deal
With those as as they come finally I just want to comment on the on the recommendation from scrutiny which I I am I have mixed feelings about I absolutely think that if we can get a better deal uh in in all the various ways from working together than
Absolutely we should and I think the the uh climate Network that has met a single time and we’re reinstating across Partners large organizations and public sectors um should hopefully be able to drive that forward but I do worry the reference was given about buying Dorset
Food and to being able to get a Dorset supplier on because lots of people are actually uh working together I think there’s something counterintuitive about that because lots of our Dorset suppliers um might be driven out by the need to do a very very large um contract uh because they are possibly smaller
Suppliers and if they are then having to supply you know let’s take the example of eggs if rather than supplying you know a thousand eggs um a week they’re expected to supply 10,000 eggs a week um that might actually mean that you’ve got to go to a big National supplier who’s
Not looking after their chickens very well and who’s driving the eggs an awful long way in a in a gas guzzling truck and the other risk I see from that is that if that local supplier does win the contract expands their production from 1,000 to 10,000 wins the contract and
Then three years later loses the contract they put all their eggs in one metaphorical basket I didn’t actually even realize I was going to say that um and and there is a huge risk that they do that but actually we then destroy that local business so I I think it’s
Something we should explore but I I worry about being too direct about focusing on delivering it I think it should be considered but I think there are risks that that’s you know so I’m I’m slightly on the fence if I want uh who would like to speak next councilor
Wilson thanks um yeah I’d like to thank the portfolio holder for this um report coming forward um I I what I like about it is the honesty of it you know um I think that we haven’t gone far enough um to dat I think we need to be picking up
The pace on this issue um and I also really liked um the forward uh in the report from yourself um councelor Hadley um I think a lot of these things can sometimes be written and then kind of slightly edited but this felt like it was very much from you um and and really
Kind of it came across your your passion in this area um the uh on the recommendation um I I mean I completely understand the leaders um worries about it um but I I I think I would be in favor of of seeing it explored and seeing you know that
There’s no harm in in understanding what options we have in terms of procurement and improving in that area and I think that was something that we were kind of looking at again back in 2019 kind of thing so um yeah happy for for that to to be explored but also taking in mind
Those kind of potential uh risks um but yeah really um I think this is a very honest and some some parts stark report um but really welcome it so thank you Council Abby thank you Council bson anyone else wishing to speak on this councilor Cox online I’m assuming you’re
Going to comment on the financials uh yes I am I leader uh I just uh wanting to Echo what you you were saying about the section talk about section 114 uh because um BCP is a a long long long long way uh away from section 114 um we were at risk at one
Stage uh but uh on the basis that we have a balanced budget over four years now not just one year um I think uh I agree with you in so far as we should we shouldn’t actually uh worry about it too much at all um the the concern which uh
Councilor Fara raised was about send uh and what would happen there uh and that is entirely up to the government and if the government wants to send uh all the councils uh to the wall then that’s their decision not ours uh and so we shouldn’t um worry about that too much
Clearly it there’s a there’s a a technical risk uh but we shouldn’t uh we should carry on and uh uh do the best for the community and not worry about it uh I just wanted to actually comment also on the the anchor procurement partnership which you also mentioned uh
I have to say when I first read it I I I similar to you I got a bit worried that we were going to be um uh dealing with large uh multinationals uh and uh but one thing I would say is when you get a a procurement partnership along these
Lines the the fundamental objective is usually to save money uh and actually that tends to drive local suppliers out um and so uh rather than maybe one of the the abiding aims of this local partnership must anchor partnership must be to save the planet not necessarily save money which is an unusual statement
For an accountant I’m afraid but there you go thank you thank you never let it be said that accountants can’t do you know sustainable as well councelor um BN yeah thank thank you I think most what going say it’s already been said but we made an assumption because councilor farore
Talked about external factors he didn’t actually ever mention uh the send and and uh uh and then that sort of thing I I am assuming that that that is what he was talking about yeah um so so I just wanted to clear that up yeah you are
Quite right it is an external thing and that’s why you know in Children Services we’re doing all we can to to work with government and other authorities to to make sure that doesn’t have the impact um while still giving a good service thank you is there anybody else wishing to call counselor Hannah

For the report and for his introduction to the report and uh fully support the recommendations as they are set out uh the reason for indicating is to go back to the question of the anchor procurement partnership ship as it happens I had a meeting uh with procurement officers yesterday and
Discussed pros and cons and there are potential benefits there are potential disbenefits and you’ve already indicated those uh what I’m interested in right at the moment is in terms of the formalities as to how we get a decision taken on this and I’m not sure whether someone needs to formly propose an
Amendment to the recommendation to introduce a little I and whether the wording for that needs to be defined uh using the word explore uh as has been suggested uh if it’s helpful I’m prepared to move an amendment uh with a little I saying requests officers to explore the
Benefits and practicalities of an anchor procurement partnership for the BCP area so we have a a a a a revised recommendation from the just to change the language can you just repeat that wording I know count I think Council Brown was going to do a similar
Thing but if we’ve got one on the table and it’s happy can you just read that out again slowly with apologies if I’ve preempted anything from Council Prim uh what I’ve drafted is requests officers to explore the benefits and practicalities of an anchor procurement partnership for the BCP
Area okay councelor Brown I know you were looking at some wording is that wording satisfactory and then I’ll come back to councel Hadley because it’s ultimately his paper yeah it’s very similar I was I was going to look at for the administration or officers to explore the potential of establishing an anchor procurement
Partnership for for the BCP area so so very similar wording because um and I think it’s been mentioned the sort of pro there are pros and cons to that approach um and and you know we we can explore that but um we need to be aware whether there’s an appetite for
Organizations to actually enter into an ano procurement partnership and the resources that are needed to to actually explore that with organizations um and looking at the scope of of that and the governance Arrangements of those those sort of partnership um so yeah there’s there’s quite a few things to look out I think
In terms of that we would need some sort of resources within procurement to to explore that but yeah I’m I’m happy with with the proposal that’s made yeah thank thank you so we’ve got we’ve got a proposal on the table with some language there’s no we could Wordsmith
It to death but it’s it seems to be perfectly okay I’m going to go to council Hadley see if he’s happy with that and we’ll um if he is then we can incorporate that into the final paper so if you want to sum up please thank you
Well if I start with that um I think um I very much welcome the the the sentiment and and the discussion from U um the the environment in place overw scrutiny committee which was around the circular economy keeping money in the economy um and creating benefits opportunities for carbon reduction
Biodiversity gain and uh um and and part of that I think as as the leader and others have have highlighted there are dangers in aggregation that it makes it actually more difficult rather than rather than easier and I do reflect back U um before I was a counselor I was
Working with with um the the carbon reduction officer in in po who was talking to a number of businesses and they were finding opportunities between businesses to use what one one business consider to be a waste and another one thought could they could use as a ro product so there’s something about how
We can encourage collaboration between local local businesses so what I’d really like to do uh um is in in uh trying to put some effort back into the climate network is to is to seek those those sorts of opportunities between partners to make sure that we if we’re
Bringing people together with uh carbon reduction as a as a key topic that part of that is what can what can we do to to enhance U um our waste streams and and enhance our our um our ger are reuse the whole cycle of U um reuse repair
Refurbish you know sort of before you get into Recycling and so I think there are elements that are definitely collaboration that we can we can support and enhance whether those are aggregations of procurement I’m not so sure for the reasons that I think colleagues have given um but I I think
You know certainly I’m happy to to have that um the wording that suggested exploring the benefits of that but I’d like to see wider benefits around what what organizations can do to get together uh um in terms of of solving the common problem around climate and ecological um challenge so that was the
That are you happy then with that language in that amended recommendation that it improves on the good work started from the from the committee absolutely yes thank you so so just from a from a process point of view if you’re content with that are we happy to add that as a as an
Additional onto the recommendations and then to approve them collectively Janie’s giving me a nod do you need to say something on it um no chair it’s been it’s been moved as long as the commit as long as it second seconded it sounded like councelor brown was seconding between you both the moving
And the seconding of an additional recommendation and we can note the wording in the minutes so we have the Mover councelor Hannah we have a second and councelor brown councelor Hadley is going to move on and roll that in carry on thank you yes if I just talk about
Some of the the other input I think U um the the chair ofan scy the comments around we’ve only got six years to 20 30 years is really key you know there is something about um setting in trim targets about getting on with stuff and
And I’m really Keen that that we up our our rate on that and I welcome his um his his Challenge on that and indeed the offer of how how we can work and use um the the ovan scrutiny group to uh um to
To uh uh to ensure that we are as as an organization moving forwards um the U um the the the issue raised by Council par I think was was again covered by colleagues but it is really important that the government has also set targets around carbon reduction so clearly if if
We did get to a point where um um uh many councilors were in a position where suddenly we were um out of money and run by by uh uh by Commissioners they still have responsibilities they would probably consider it a long way down below just uh just um getting the
Organization back to financial um Equity I too was surprised by the UK 100 thing we were told we were we were the ideal organization the ideal candidates to be part of that that training that that the leader mentioned U um except that we not being a member was was something of a
Barrier um and and then the the bit that that that was raised um around um the it being a stark a stark report um I I realized I didn’t thank the officers who who did a lot of work and um and were very tolerant of me uh making all sorts of suggestions about
Well can we tweet this can we add that can we think about um making this a more interactive report because it is a huge report um and and that also reminded me that there were two the final two recommendations I didn’t outline when I introduced the paper to you because I’m
Really Kean that we have interactive dashboards that allow um us our staff and the public to see progress and to see what we’re up to and we’re also looking to do uh um to to to roll out some carbon ly training U um to again to make sure people are understand the
Reasons why we why we are doing this and it is that does come back to U what C W was saying about it being a stark report some of the things around uh being honest with the public about the hill we’ve got to clim why we’re doing this
Is really important um and we need to make sure that people are aware of that thank you um I recommend the year okay so we have a a revision we have an additional um recommendation so uh can I take those in favor of the revised recommendations that is unanimous and we
Look forward to seeing bigger and better things from the climate plan as we move forwards uh so that moves us swiftly on to agenda item seven which is the accommodation bid uh that’s going to be presented by councelor Earl and I am going to be seconding that one so councelor Earl over to
You uh thank you Lita so this report on the accommodation bid um is a real opportunity for us as a counil I’m just going to describe a little bit about what that means so an accommodation uh business improvement district um is very similar in many ways to what we have in
Other countries where there is a visitor charge um I’m sure when people have traveled to Europe they would have paid this uh potentially to a hotel it’s often called a local tax but uh for us uh our legislation means that it is a levy um this has really come about from
The hoteliers Association the destination management board and the four exist existing business Improvement districts um uh looking at how we can really invest in that local visitor economy um into events into Marketing in our area and also work with Partners to take a joined up approach um to shouting
About our area to the right kind of people and who we who would we would like to come and visit here um at the moment there are currently uh successful bids in the UK so Manchester and Liverpool have set up um and really this is around us staying um being
Competitive with the some of those big uh destinations to make sure that we are um up there and and not going to fall behind as other areas across the country start to create these these accommodation bids um the bid will go to ballet later
In the spring and it will be up to the hotels who are subject to that Levy uh to vote either for or against it um as a council we are the billing Authority um and we’ll do that on behalf of the Abid um if it’s approved but we are not going
To be the ones spending the money um the Abid is a separate organization and it will have the autonomy to spend um that money how it sees fit in terms of um uh driving uh the local visitor economy we do however have a seat at the table on
That um as a key partner in the same way that we have a seat on the Christ Church bid and the pool bid um and so our relationship with the a bid uh will be one where we we work together on this uh but we don’t have autonomy on on
Spending that money um I think it’s just a really exciting opportunity for the area we know it’s a proven model elsewhere um I think that if we don’t move ahead with this kind of model then we do risk falling behind other areas um and because this has the potential to bring in
Um at least two million into 2 million pounds into visitor economy uh marketing into events um then um yeah we we really run the risk of of moving further and further down the list of places where people across the UK would like to come and
Visit um I do just have a a uh a recommendation um Amendment which is to recommendation two um at the moment it reads confirm that the proposals do not conflict with any policy formally adopted by and contained in a document published by the council uh we’re going
To amend this slightly just to reflect um some um queries that we’ve had raised um and instead it will be delegated to the director of Law and governance in consultation with the portfolio holder for tourism to confirm that the Abid proposals do not conflict with any policy formally adopted by and contained
In a document published by the council um the Abid is still um going forward with publishing a business case and getting information out there to the hotels that would be subject to the levy um and there is still a little bit more work to do to make sure we can um try
And get this across the line uh but it also sits well within our our own policies as a council um we do have another couple of uh tweaks to the report so I was going to pass over to um Janie Barry who is our monitoring officer he’s going to take us through
Those thank you thank you counselor um if I may the the report has been reviewed in response to comments that we’ve received and if I may just take you through the Amendments the first one is at paragraph three of the report um there is after the sentence um
Which ends in local visitor economy this proposed that the following is um inserted investment derives from from a levy based on occupancy levels for every quarter of the 5-year term of the a bid each eligible accommodation provider will be charged the levy the proposed Levy rate of2 per night plus
Vat the sentence investment deres from a levy charged per room night to guests staying in local hotels will be deleted the next amendment is at paragraph seven and this is just to insert under the business improvement district regulations I think that’s already in paragraph 8 just to reflect
That tourism strategy 2023 to 2027 is listed prior to the first bullet point me moment scrolling through the next amendment is at paragraph 19 under summary of financial implications it’s the cost for holding the ballot will be funded by and the words bouth Christ Church and po accommodation bid are deleted and
Replaced with a bid proposer and at paragraph 20 the words Levy payer and are deleted so that the paragraph will read the council as operator of the Bournemouth Beach lodges would be liable and the following words are inserted as a levy payer it may be it may
Voluntarily choose to pass on the levy to its guests with the words to apply the visitor charge to its guests are deleted um chair those are the amendments that are proposed in the report thank you I will ensure um um that those amendments are very carefully captured for the purposes of the minutes
And we can revi we can circulate and publish the revised report subject to the views of cabinet here this morning thank you Janie Millie did you need to carry on or are you complete okay so I’m going to pass outside I just want to give some clarity
If that’s okay before we do start a discussion I can see we’ve got Andrew Emory on uh the line who is our officer that’s leading on this as part of the um board just want to clarify we had our shadow board on Friday and there is
Reference in the in the revision to the amount being proposed has that been absolutely confirmed I’m slightly nervous about putting too much detail in the report when it’s not in our gift our gift is to is to we are we are not we’re not deciding on the bid we’re not
Deciding on the amount and we’re not deciding on whether things change over five years I’m a bit nervous about putting all that in this report and then the chair of the of the Shadow board saying you’re you’re holding us to something that we can’t change for five years when actually there were other
Discussions that took place so I’m not entirely happy okay um thanks very much thanks for letting me uh come in on that point so the um the shadow board have uh published uh as part of their consultation process with uh the potential uh Levy payers uh
Their estimations as to uh the level of income that uh the Abid uh is projected to bring in it is a very difficult uh number to quantify because it does depend on the levels of occupancy that are achieved but U the the view of the uh specialist developing this and the
Work that we’ve been doing in conjunction with the Abid um would suggest that this is a a um a fairly conservative figure um sorry I wasn’t I was Andrew I wasn’t referring to the amount of income I was referring to the amendment that Janie just told us about
Specifying the amount of the nightly charge and the fact that it is that amount plus vat for the fiveyear duration which is not what I understood was being discussed in the Abid and I don’t believe that it’s our job as a council to put that in our documents
When this is not our bid we are simply a member of this board and I do not think we should have this much detail in our paper I think that’s completely going above and beyond the role of the council and I I think that needs to be deleted
Um because I think we are noting that we are a we are a levy potential Levy payer I don’t think that we should be having this conversation so and I’d like that removed wondering why it’s been inserted it wasn’t in the original report right okay um well we C we
Certainly can remove that and we have uh just been very careful that that is the proposed uh Levy uh amount uh and that is the uh figure that is uh likely to come forward in the um the formal uh bid proposal but for the purposes of this
Report we could we could remove that yeah my concern is it has not being finalized and if we put this in a report and that board then decides to do 250 or escalating with RPI or increasing one pound per year uh this this paper will be completely wrong I I don’t think
It’s for us to do that so can I suggest that that is actually removed um sorry that’s just to point to clarification I don’t want to get into debate about it until we’ve had external people have the chance just my sense you know if we don’t have a final proposal then we
Shouldn’t put the number in there and and in the absence of that I think we can just delete that sentence and it doesn’t change the context of the report uh the report is in principal support for the aid okay um so I’m I’m going to come to
Andy first when we get to the discussion within cabinet because I know there are some I know Council Wilson wants to speak is there anybody from um this hasn’t been to scrutiny so there’s no reason for it to go to scrutiny chairs is there anybody uh Council canavan
Wants to speak want to come up as quickly as you can if anybody else wants to speak on if you can put your hand up now so we don’t lose time in between and then we will go to Cabinet starting with Council Hadley and councelor Wilson uh thank you
Shair I hope we’ve got that back on track now because that was a very alarming change to the paperwork um um I thought I’d understood it but um I’m now completely confused um I did want to clarify if I may chair who are the eligible Levy players what does that
Mean who are they exact exactly who are they you know who is included is it just one particular group of hellers or is it every every single hellia in the bay uh I would I would like to have some clarification about that uh I mean I absolutely uh support
Your you CH it’s not our job to set what that Levy is or what that what that Levy is spent on but I do uh want to ensure that whatever the process is is presumably through the board that there will be some transparency about how much money is collected how much money is
Charged how much money visitors have to pay if if there is an additional Levy charge by the hotel to uh to visitors and um in terms of the ballot um again just wanting to clarify that the cost of run the ballot is not going to be born by
BCP but will be born by the monies raised by the beard I read that but I was confused by the the the statement that was made um earlier and just finally CH if I if I may welcome the comment from councelor Earl about the joined up approach but I I really want
To see it um and would welcome some reassurance um about how we’re going to ensure that there is is a joined up approach uh it seems um uh more than a little arduous to expect you as leader as the one he was leader as the one so representative on the
Board to ensure that joined up approach so I would hope to see um how that is going to be put into effect thank you thank you councelor caran I’m fairly confident we can answer those concerns uh so councelor Hadley first then councelor Wilson thank you thank you leader um
First I want to declare um a non-pecuniary interest because I am a director on Paul bid which is one of the participants in in in in in in the work um you want to do something thank you Council hadly I should also declare that I am a director
Of Christ Church bid as well which uh is mentioned in the paper um so having said that I I I also thought it would be valuable to um to to to highlight very recent um coverage in social media around around all of the events on P key
Being cancelled which they weren’t U um and the efforts the council has made to work with Partners to to keep as many of them going as possible and to invite people to step forward to to to to support on on the others and I know the
Deputy leader was in the meeting and has worked really hard to try and make that happen but I I guess it reflects on me in terms of this paper U um a real concern about how we make sure that this this the ab Works across the whole of
BCP uh because visitors might come and they might predominantly come particularly for the bigger hotels to Bournemouth but then they they’re going out into our whole area and we need to to make the whole area vibrant forence and and for for for visitors whether they’re in big or small hotels so really
Keen that we get to that place and I guess that is for the aid that is what one of the things that having a representative from the Council on on the board um is helpful as indeed is having pull bid and Crush bid U um continuing on the board I was a bit
Confused about the um the proposal in terms of who’s actually paying for it uh but and I thought we had U um uh a loan or something to facilitate because they haven’t yet got any money as the aid but but it’ be useful to have a little bit
Of clency around that but um I welcome it in terms of we need to to keep U um um um the attractions going for for our visitors and for our residents and and this seems to be a good way of doing it in the absence of our central government
Catching up with the rest of Europe and having the opportunities for jism tax thank you thank you Council Wilson thank you chair um yeah I I like Council Hadley um like yourself and Cel I I really welcome this um I think it’s an important step in terms of um helping
A huge part of our economy I think tourism is I mean I was a bit surprised to read that it only equates to um 7% of the local Workforce um I would have thought it would be a bit higher and I imagine in the summer it probably is
Higher than that um but it’s it’s it’s a huge part of our economy um particularly in Bournemouth and um so I really really do welcome this um but um my only concern is and I think it really does fit with our enabling um being an enabling counselor handling overpower
And stuff like that but I I think my big concern is is making sure that we always have influence in in terms of um being able to be a voice in the room um when decisions are being made on this um and and different kind of decisions we are
Democratically elected and I don’t think we should ever lose that um so that’s my only kind of uh concern with this um but you know I think that um it is it is a positive thing for the area and um looking forward to seeing how it progresses thank you councel Wilson councelor
Brown thank you leader yeah um I don’t have to declare an interest as a director of any of the bids but I do declare an interest that I attend lots and lots of the events that go on across Christ Church Bournemouth and Paul particularly on Paul key you know I’ve
Been down at the bike Knights there most most weeks last year um as well as the car Knights and the fireworks and and everything else and the the Christmas activities as well um so I’m really interested in sort of what we’re doing around events and tourism across the
Whole connation and actually I really welcome this paper as has been mentioned we hear a lot of comment um locally in the press and particularly on social media about events and about local tourism and the funding of these activities some of it’s informed but sadly too much of it is quite ill
Informed and it really really when I read some of it it just frustrates me that too many people are just talking down our destinations and the events and activities and putting out false information when the council’s trying to do exactly the opposite of actually maintaining funding wherever we can for
These events and promoting the destinations and and I think it’s really to the credit of this new Administration that bced with the incredibly challenging financial situation which we’re all aware of I’m really pleased we’ve managed to protect and maintain quite a significant um a level of
Funding for many events in in the short term and at the same time as looking at that short-term funding working in our first year as an Administration being at the Forefront of this significant long-term step change in investment for our destinations and for events right across Paul Bourn
Within Christ Church I I stayed in a hotel in Manchester and I paid the levy there with thinking nothing nothing of it really and and I think that it’s fact the fact that it’s only in Manchester and Liverpool and we’re next in line just shows that we aren’t these sorts of
Tourism taxes and levies have been talked about for many years and I’m really pleased that in our first year we we’ve actually cracked on and you know this is coming forward to secure sort of the the long-term future of our tourism in this area so I really welcome the
Paper and I’ll be supporting it thank you uh anybody else want to speak on this if not I’ll pass back oh sorry Mike sorry okay uh I just uh also wanted to add uh you know my uh agreement this is a really really good
Thing uh and we need to be doing it uh as soon as possible um I just wanted to uh add in about the the payment of the um of the bill in terms of the um the survey the the vote um we we’ve put
Money aside for that um as as as a loan yes and so they will eventually pick up the loan but if it fails then we will be picking up the bill um because obviously it doesn’t go ahead but uh I think that’s hopefully very unlikely I hopefully it’ll go ahead but there is
Money put aside uh in that eventuality um and uh and I just also wanted to comment on um I think it was kelor Wilson was was talking about the fact that we uh we will have an influence but we won’t be having a direct decision- making and and and
Personally I think that’s a good thing um you know we we do need to let go of some of our um uh control frequ uh of of this Council to uh to decide what what event should go where and when these the people that will decide it will be those
Uh responsible for the aid and they’re the people uh it’ll be their Futures IE the futures of the hotels uh that is uh and they are the best people to decide what events should happen where and when and we you know we we have to be
Prepared uh that they may not invest in the stuff that we want to invest in or that we think is best for the area um and an example of that would be the a show if they didn’t if they decide they didn’t want the air show so be it we
Would have to we would have to accept that so I just wanted to make that point Thank you thank you okay so I’m going to pass back to councelor Earl to um sum up and answer any queries in particular about um who’s going to be um which
Hotels uh will their visitors will be paying it thank you Lita so so just to um confirm on that uh creation of the board it’s quite a large board I think um Andrew emry can confirm is it 15 people that make it up so we’ve we’ve we’ve currently got 13
Um uh Partners it’s the four existing bids it’s the barar hoteliers association uh it’s the destination management board um it’s the council and then the the remaining members are um hotels hoteliers uh but they have provided scope to go up to 15 uh members uh potentially to take on board uh other
Significant uh blocks of uh hoteliers and those hoteliers are sort of representing different SE sectors of the uh accommodation industry thank you that’s really useful and I think it’s really important to say that those those stakeholders are are all people who are interested in in marketing our area on a much wider scale
With a lot more um clout um I think it’s important to say that we have um uh we’ve heard across the country that there are around 20 areas that are in the process of creating a bids um I think the fear is is that if they are in
The situation where they can Levy you know sizable amounts of money we’re talking millions of pounds to draw in customers we need to have that Competitive Edge and if we fall behind then um we risk um really losing out uh on that market um just to also confirm on the
Funding of the Abid so the Abid is an organization in itself it will be run by a board who have the say over how um their Levy is spent um the um line around it being proposed the cost of the ballot um being charged to the proposer
Of the aid um that has been fund that’s been raised um through the stakeholders who are on that Aid Shadow board and it will not be funded by the council however we do have a transition Fund in our budget which is there to pick up when we do have scenarios um where we
Are transitioning from the council running certain elements to then the um Aid running certain elements so for example our digital presence our websites um some of that ongoing work so that fund is there as a fallback for when um we bring it when the aid is potentially um uh balloted and passed to
When the Levy starts to get collected a little bit later on um and I think that really just shows our commitment to this area and how we do need to compete nationally um for that visitor economy and um so yeah really happy to um propose this so with the oh Andrew did There’s
Something you needed to say before we move on to the vote yeah I I just thought I’d just give a little bit of clarification just uh just on one point that uh councelor ER has just raised the uh the proposer is paying for the uh the ballot process uh and that is being
Supported through the loan uh process that the council uh is providing so they will have to repay that uh back uh in due course just to clarify that okay so uh with those amendments I think we need to move this on this is um very tight timeline there is due to be
The ballot needs to go out very quickly uh there is a a statutory timeline and the the intention is that this will start delivering income to the local area uh in time for the summer season and if we uh miss that summer season the potential for the first Year’s income is
Is lost uh and I’m sure we don’t know what they’re going to want to fund next year but there may be some key things that we want them to fund next year that won’t get funded if we don’t get the money in this year so um there is a a
Piece there about any final clarifications being done in conjunction with ourselves and um and the monitoring officer so with those amendments to the paper and removing the one that we’re uncomfortable with um all those in favor of the revised paper that is unanimous thank you very
Much that takes us on to agenda item eight early year single funding formula which is being proposed by councelor Burton councel Burton do you have a second uh councelor Hannah thank you very much thank you very much leader um I know we might feel a slight Deja Vu on
This paper um because something very similar came to Cabinet the 7th of February and then Council the 20th February call the mainstream schools early year funding formula um those who are paying attention we remember that we agreed at Council the recommendation to delegate the decision for the early
Years part of the funding formula to cabinet on the 6th of March to allow for consult ation of the sector in the schools Forum so here we are on the 6th of March ready to make the decision um so a quick recap I won’t go into it lot
Because we’ talked about it before the government expansion of child care and and proposed uh funding rates includes from first High children working parents age 9 to 36 months and revision of the way uh children with send or funded the proposals went to consultation and 31% of providers engaged with this um the
Council’s required to operate an early single funding formula for all providers the details of the rules around this was on point um 9 to 14 in the paper uh the details of the consultation are at points 15 to 17 and the results are in the appendix on the 6th of February the
Schools Forum uh had a special meeting where this was presented and the outcome of the consultation um and they unanimously recommended the proposals of the early years school funding to the council um the details are on table two um if you are interested looking at in
More detail um only one bit that isn’t in the paper I would highlight that of course all all this does rely on as finding or or the the providers finding people to work in early years child care there is a national shortage of workers in early years Child Care um and we have
Also a local shortage um therefore if anybody is listening to this who’s interested in getting involved in that particular service I would very much recommend it it is a very rewarding place to work with with young children um and we we’re looking at this expansion we definitely need more people
Um to work there so basically this paper recommends that we as a Cabinet approve the early years uh funding for 2024 25 thank you very much do we have any members not on cabinet wishing to speak on this one don’t have the chair of children’s scrutiny don’t see any hand
So just pass that straight to cabinet for any discussion or approval to say we have been through this um it was the final decision that was being deferred so there may not be any discussion on this one is there anybody wants to speak in which case we go straight to
The vote on the recommendation to approve the new e Ys FF for 2425 all those in favor excellent thank you very much moving on now to the BCP council’s adult day opportunity strategy I know this has been through scrutiny already and it’s been subject to a fairly massive consultation and you’ve probably
Answered some of the questions 17 times over councelor Ram if you could just summarize for us um what it is that we’re doing and um then we will presumably we will take councelor canavan as chair of Health uh and uh then go to discussion thank you chair yeah um as
You say I’ve probably covered some of the points already in the previous questions in response to statements and the health and adult social care scru committee on Monday but I’ll sort of give a brief overview we’ve got two sort of key decisions and recommendations before us today um so the day
Opportunity strategy has been co-produced over the past 18 months and with a range of stakeholders and to inform this final draft that is before cabinet for approval this morning so it supports a mixed model of day opportunities and continued need to retain availability of traditional building based day Services alongside
Further development of community- based options the draft strategy and two proposals regarding tricuro day Services were submitted for recent public consultation the consultation feedback and necessary review of the dun’s budget in line with the medium-term financial plan considerations have led to the recommended options so I’ll just provide a brief
Summary of what’s what’s in the reports before us um this is the the first recommendation about the um day opport unities strategy this is the first um Council adult social care day opportuni strategy day opportunities are essential services for people with an assessed care need to
Engage in a wide range of activities and socialization with others which benefits their physical and mental well-being day opportunities also provide people with the necessary support to maintain or increase their independence consider employment opportunities and access Community facilities the short-term rest bite and support networks they provide essential for carers to continue their
Caring role in recognizing the importance of day opportunities to our communities this strategy sets out our plans for the future development of services to provide a mixed model of traditional building based day services and further development of community- based options the strategy has been co-produced with a wide range of groups
And individuals including people who access support their carers and families advocacy um people like People’s First Forum have been involved and I’d like to thank them day opportunity providers and their staff including Truro other local authorities have been involved NHS dorsy represent Representatives as well as counselors and it’s been really Val
Valuable contribution in Pro presented producing this strategy so we’re really thankful to to all of those for for their input um if I just go on to some of the the key strategic priorities within this day of opportunity strategy so it focuses on six key strategic priorities about the day opportunities review supported
Employment Review day opportunity standards and support the cost and eligibility of day opportunities transport today opportunities and accessible information and for me we need to be very positive about this this strategy it’s been co-produced as I said with the people that use the service and many others and the benefits of imp imp
Menting this um really a wide ranging for those people that do use use day opportunities um it it says tells you in the report and i’ just like to read out the value of day opportunities that people value day opportunities and as such we have sought to co-produce the new day opportunity
Strategy to meet the needs of local people and their carers which enables them to live active healthy and fulfilled lives as independently as possible and I think that’s the key thing that for the people accessing these Services they it just helps them to live active healthy and fulfilled
Lives and be independent I think that’s really important to remember when we consider this strategy that there’s a lot of positives to come out of it and it will take a long time to implement and and I’m quite excited actually about seeing how we go through the process of actually making making these
Changes so that’s the day opportunity strategy the second recommendation sort of linked recommendation which we’ve got before us is regarding the day centers and some of my answers previously have have covered that recommend Commendation in in a fair amount of detail to come to those recommendations there was a a massive public
Consultation through December and January and as part of that there were drop in sessions at all of those all of the day centers and I managed to attend all by one of those and spoke to a lot of the families and carers at lot of the
Staff had tours of the day centers to really understand what they do and the difference they make in people’s lives and we’ve had over 600 responses to to that um cons public consultation and that’s been analyzed in detail to bring forward the recommendations that we got
Before us and we do hear a lot of comments I hear a lot of comments that very skeptical about Council consultation saying they’re not meaningful they’ve already decided what they’re going to do and they don’t listen to the feedback when this process commenced we genuinely did not know what
The outcome would be and that’s why I went along to to the centers and spoke to people where we’ve really looked in detail at the the outcome from from that consultation we have listened and shaped our recommendations according importantly being aware of the potential impacts and sensitive to the needs of
Families and carers so we really have listened to the consultation responses and it’s it’s a balance we need to sort of listen to the needs of families and carers and those attending the services but we need to balance that with our with our financial position and our medium-term financial plan and I believe
That recommendations before us about retaining the three main connect centers Christ Church connect parkstone connect and bosom connect and retaining the more down plus b Center specializes in dementia um and there’s been various reasons for keeping that within within scope um I believe that’s really has
Reached the the B the right balance that between the financial pressures that we’ve got and the needs of the people using those centers the the one disappointment I suppose is that Paul plus day Center is recommended for closure over time you know all those people attending there though will be we’ll have
Reprovision made made made for them um and provision will will be made at the parks lger parkstone connect day Center which is about a mile away from the PO plus day Center so I think we’ve reached the right balance between finances and between provision and I’m quite excited
To see the future of the Del Chi strategy as it develops and to broaden the offer and and the community offer and the localities available to those people using the service thank you councelor brown so we’ve got uh councelor canavan who’s where’s gone Oh I thought you’d come to
The table come up to the table and then we have councelor Kate salmon online and we have councelor Lawrence Williams um and then councelor rampton and then we will go to the cabinet discussion thank you councelor canavan you have a maximum of three minutes and we are being strict
Because we are running well over time thank you for this opportunity to present the views of the health and adult social care overview and scrutiny committee which was held on Monday I think it’s important to start by separating comments on the day opportunity strategy which Council Brown’s just been talking about from the
Review of the trur day services and I’d like to start with the trur day Services first because the committee very much welcomed the the movement on this since the original consultation which offered a fairly Stark choice just between two options and the feedback to the consultation I think has been very clear
Demonstrating just how much these services are valued and it’s been great that there’s been so much engagement not just with a formal consultation but also from Individual representations which I guess we’ve all received so you’ve heard some of those representations at cabinet and we also received some on on Monday
And just for the record if I may chair just like to record the appreciation of my committee to everyone who has contributed their views to this process it was really pleasing to be able to report that the the recommended option uh is now the one that is for you uh
Today uh retaining the three connect centers is really good news and the retention of modown plus is not only really welcome U but also a huge relief the support it offers to those living with dementia and those carers who support them that would have been Irreplaceable so the committee does
Support the the recommendation that is before you but it it it does not come without some concerns it it’s obviously always disappointing to see the closure of any site and the point was made particularly about the one at high Cliffe where there are still questions over the alternative
Provision at Christ Church and whether this is adequate or truly meanss need meets the needs of wishes of residents and it’s challenging isn’t it in financial time for services like this um and we have to I think we straight with people that they are not going to be the
Same uh but that nevertheless we are going to try and do our best on behalf of uh residents um I am and have been always quite critical about the way in which BCP does its consultation but I think this has been much better uh the drop in sessions I think particularly were were
Really welcomed and allowed uh quite significant engagement and I think that’s been really worthwhile um there were questions also raised um about uh buildings uh and and whether for example transferring The Pool Plus to pool connect uh you know could whether those uh people that use it could be appropriately
Accommodated and um whether those sites that were being retained could be enhanced uh to be become community hubs and incorporate other services and also questions about what was going to happen to those buildings when they become Surplus to requirements having said all that the committee did receive reassurance from
Offices that that none of this has been forgotten and that work is ongoing to ensure that BCP offers the best possible service it can and I think the committee very much appreciated the commitment to continue to look at Hobs uh for the use of these uh for the use of these
Buildings so finally just want to turn to the day opportunity Strate strategy document itself and I think the point was well made by councilor Brown out our meeting and indeed this morning that this has been many months in the meeting and it would be remiss not to thank everybody involved in its
Production that there are though challenges here um especially around the idea of micro providers there are already independent providers some commissioned by BCP and some not but who nevertheless offer day opportunities for residents the concept of enabling residents to effectively commission these Services themselves by allowing them to choose rather than us making
Decisions for them is understood but not without risk risk around viability around quality around safeguarding around consistency and about being able to monitor whether whether the service is truly meeting the needs of residents um but I’m certain uh through you chair that this is something the health and
Adult social care overview and scrutiny committee would wish to come back to in order to ensure that we are meeting the needs of the residents and that what is being offered is not just adequate but excellent so thank you very much you thank you councelor Caravan councelor Kate sumon you’re
Next thank you leader can you hear me we can hear you great thank you thank you very much for the opportunity to speak on this item so as Ward counselors for mown councelor Joe sammon and I are very pleased to see the recommendation in this report to keep mown Plus open as
You’d imagine um over the last couple of months we’ve heard from a lot of people carers family members and staff who feel passionately that this high quality day Center should continue to provide the gold standard dementia care that it offers to our community 365 people signed our petition
To save the service which was submitted to the portfolio holder last week in support of the recommendation before you today so we’d like to thank the administration for listening to the strong feelings of residents on this issue and for finding a way to keep the day Center
Open I note with interest that one of the benefits identified in the report of the recommendation to keep mown Plus open is as follows potential for consideration of mown plus becoming a community Hub to provide the specialist service for older people and Achieve separate space for Community groups to access this
Site the portfolio Holder will know that this is something Joe and I are very interested in there is a local charity providing day opportunities for young adults with disabilities in mown who are currently unsuit accommodated in a crumbling Council building when the consultation on closing the day centers launched this
Charity approached us and councelor brown to discuss the possibility of using the mown plus building for their service neither the charity nor myself and Joe has as yet received any response from councel Brown on this issue despite several attempts to arrange a meeting over the last two
Months given that the report before you today makes specific reference to this as a potential benefit of the recommended option we would really welcome the chance to discuss this significant Ward issue with the portfolio holder thank thank you thank you councelor sammon I’m sure councelor Brown will uh take that particular
Comment up in his responses councelor Williams thank you um as you know I’m I’m one of the two counselors for little down Nord and councelor dub and myself have received an enormous mailbag on this this particular subject the potential which was the potential closure of the day centers and it ruined
A lot of people’s Christmases I have to say um that councelor dove in particular had a lot of um uh people contact her I had several um one of which is Mr jury who’s here today and you’ve heard from and I came here to support him I
Actually didn’t intend to speak but I I’m really pleased and grateful that the two-day centers um that cover my ward in fact neither one are in my ward uh bosum and Christ Church um are staying open everybody um is very relieved um I have one particular resident who I’ve known
For many years longer than I’ve been a counselor who have two uh children with learning difficulties and they really relied heavily on on the day Center in uh bosum and they they’re delighted with the outcome so thank you for doing it um I’m sorry we had to go around in circles
To get there but we we you did in the end and thank you thank you councel Williams Council Bon thank you chair for allowing me to speak uh my issue with this report is the lack of forward planning of a decision which will adversely impact so many people
Service users carers and staff the case for change which came forward last March emphasized the need for true co co-production and for any future proposals to be about working in partnership with stakeholders to redesign Services which meet a variety of needs I’ll quote from recommendation C officers to work with stakeholders to
Redesign and then recommission services to meet the new mix model refer referred to in recomend recommendation B above I see no such proposals in this report rather a poultry £600,000 to be used to transition Services a pathetic amount given the windfall to be gained for flogging our four centers Co production
Has been Loosely used term since May 23 and the consultation only went out um with two options a nuclear one of closing all day centers and an option to close five centers in my opinion and that of others it was a cynical attempt to of offering Choice except five or
Except all it was not reflective of the previous stakeholder engagement this was not co-produced as is acknowledged in the paper thankfully due to robust Challenge from stakeholders that has been Rod back on and the current proposal keeps Mone however the impact of moving people with high support needs
From pool day to Parton connect without major investment um expanding the facility is shortsighted and it will impact on service users and their carers a 65% response in favor of keeping it open cannot be ignored I know the partson connect building very well I know its limitations there will be a
Real challenge in accommodating different users of the servers with such widely differing needs the strategy talks of ongoing review of all day Services while recommending closure of for it talks of considering a tender to encourage micro revision that’s wooly I don’t trust it there should have been a thorough exploration of the
Possibilities already in existence and what could be form to suit what people want to do with their time finally where is the voice of Truro in this paper as wholly owned company and our provider of Last Resort what is the future for them and for their staff what is the 600k
One-off funding actually expected to achieve will the sale of the Redundant senders be put into supporting future day opportunities if not you’re just kicking the can down the road unless adequate provision is made for people who need building based and or alternate day Ops the future for users and their
Carers is a ticking time borb which will blow up in years to come and ultimately cost far far more than your proposed savings thank you thank you councilor rampton okay so so cabinet I suppose my parting my starting point and I’m sure Council Cox will say something about the fact that if we
Hadn’t had such a massive Financial hole we wouldn’t have to consider such awful radical proposals um the reality is that this Council has been starved of funding alongside all other councils to be frank 100 million Less in our um annual uh Revenue support Grant than it was a
Decade ago and this has been confirmed by councils all over the country I think yesterday Nottingham said that theirs has gone down from 250 million a year to aund no from 137 million to 25 million so we are all seeing massive Cuts uh public services in this country are a
Disgrace um and I’m uh very disappointed that the chancellor is about to announce more minuscule cuts to um our national insurance which will directly hit public services so thanks very much conservative government perhaps councilor um from that group might like to pass it back to their friends um
Counselor uh Cox would you like to come in because frankly we wouldn’t have to make these decisions and I’m really proud that we haven’t had to and that we’ve really worked very hard to close the gap make sure we can offer four-year security around our budget uh and it you
Know protecting things like rest fight so councilor Cox perhaps you’d like to articulate that I would but uh you have to get out of the Habit leader of saying things before I’m just about to say them please um yes uh I do object to the uh previous
Speakers uh rant um as to uh as to funding uh she talked about lack of financial planning that comes from the um the cabinet member of an Administration which took 303 million pounds out of um reserves for the last three years it’s quite extraordinary um
The the humbug that can be Ted uh when they suddenly lose power uh and um you know I think C Council rampton needs to talk uh to her own cabinet about the decisions on reflect on the decisions that they made while they were in power
And uh she should also uh use her uh influence if she has any uh to um go and speak to her colleagues at Westminster uh and about funding for local councils generally not just this one thank you thank you anyone in cabinet wishing to discuss the rest of this
Paper if not then councelor Brown you might want to respond to the various things councelor um thank you councelor brown yes thank you chair yeah I’ll um try to pick up the points that were made in the previous presentations and some final sort of comments um yeah
I’d like to thank councilor canaban for his comments um and just to highlight there will still be provision for the needs of those attending these centers and and for their carers um the changes proposed with with the changes of the day centers mean that the location the provision of those of those
Opportunities and those um groups may change may be in the community or maybe an alternative independent day Center or Tri alternative Truro day Center but you know that will still be a provision for the assessed needs of those people that attend the centers and just a comment on
The micr providers I mean there’s already a lot of micr providers some some are sort of private businesses some are um Community groups or Charities um and many of them are commissioned by BCP Council but there are a lot of that are not commissioned and through the whole direct payments process those people
Attending those those groups are able to already sort of pay for themselves independently of of the council’s position position um and I’ve been to and I’ve met over the years a number of those providers and seen the sort of benefit of of their operations and how they how they offer whole variety
Different settings a whole variety of different activities that can enhance people’s lives so um there is there is a big Market of micro providers and I’m quite excited the fact that this day opportunities strategy will look to be investing some of the money saved from the the funding of the larger build ings
Into supporting that micro provision and supporting that Community provision and actually growing that market and broadening the the availability and what’s on offer for people um just for Council Sam and around the more down day Senter yes thank you for your your petition um and just regarding the the external I think
It’s the Gateway group that I did spoke spoke to councelor Joe samon last week um regarding that and spoke at the health and adult social care riew scrutiny committee meeting on Monday night about that and I think officers and trur are open to broader use of the
Center as as it sort details within the report but it’s been a case of let’s get this the opportunity strategy refined and agreed and be clear about the day centers and get the decision made on that and now then officers and trur will be be able to work with other groups to
To look opportunities there are to use those facilities because some of the triera day centers are operating very well some there is capacity there to expand and I think it’s case of making the most of those great facilities that we’ve got um councilor Williams and your comments on boson connect um and yeah
I’d like to agree that just acknowledge the the anxiety and concern that has been caused by this consultation um and I’ve reflected on that you know I’ve spoken to a lot of people at the drop in sessions um and in some ways you know we wouldn’t have wanted to cause that sort
Of anxiety and that concern about what the future would hold but when I’ve looked back on it the position we were in s six months or so ago financially as a council um with potential for bankruptcy and the Really severe financial situation when we were left in by the previous
Administration all options had to be on the table and unfortunately that meant you know that we had to consult on all of the centers um despite the despite the anxiety and concern that that would been caused but I’d hope that you didn’t agree that through going through that consultation process and reaching the
Decisions and the recommendations before us that we have listened to to those concerns and we are able to allay those concerns and I think the the other important thing is and I when I spoke to people at some of the drop-in sessions they were of the view that the council
Just wanted to close those buildings downs and and sell the land off for development and I think by having this review and looking at all of those centers including the connect centers we can then make a long-term commitment to those centers and to Capital invest m in
Those buildings as well not just say oh yeah we’re going to keep you open but there are plans for maintenance and improvements to those centers that we can push ahead with now that we are committing to those centers in the in the longer term so I think it’s been
Really important process to to go through but I am I am quite aware of the anxiety and concern that he caused I won’t particularly pick up on Council Ron’s comments I think those have been addressed by by other colleagues um but I I would just mention that some other councils in similar financial
Situation because of national government Cuts have had to close all of their day centers we’ve worked really hard to make sure that we are not in that position and I think it’s to our credit that that we are able to maintain for really good successful day centers that are changing people’s
Lives um and and just on Trio they have been involved in this strategy production they have input to the consultation and there are sort of as as you’d expect there are sort of ongoing discussions with them about the implementation of this strategy and the review of the day centers and we work
Closely with with Truro on that thank you thank you okay so uh we have a paper in front of us so we need to vote on the recommendations of the paper move this forward so all those in favor okay that’s unanimous okay we’re coming up to two hours but I’m conscious
That we are um running out of time and councel Hadley has to leave um fairly swiftly and he’s got all the papers at the end so we’re going to have to move on and see if we can uh perhaps take a break a little bit later uh councelor
Hadley our people and communities 20 M hour options appraisal um oh no this isn’t your paper it’s councelor councelor L’s paper say councelor l do you have a seconder I think that is councelor Padley councelor L over to you thank you lader so um this is a review
Of uh where we are with 20 m per hour zones and limits across um the BCP area um and whether we want to look at this as a form of um being able to improve Road Safety um at the moment we have had really positive results across those
Areas that we have at the at the moment that’s 77 um the there has been a casualty reduction across those limits um of 48% and really this is around whether we as a Council want to um uh look at reducing the frequency and the severity of collisions on our roads and whether this
Is an effective way of doing it um nationally there has been uh lots of data and of course logically if we’re if we’re looking at stopping distances obviously stopping at uh 20 m per hour um has a a much shorter stopping distance than at 30 miles per hour or at
40 miles per hour so um really um this has been used as a as a measure in other areas we’ve seen it in in Oxford sh in in London um in Bristol um where it’s it’s had really positive outcomes um I would say for BCP this is
A measure amongst many others uh whe uh including School streets permanent Crossings um safer routes to schools which have uh significant investment which councelor Hadley will come to under the next page um I just wanted to say around the uh consultation that we would and the consultation process that we would
Take this is not a blanket 20 m per hour speed limit and that word did not come from Masters and administration that very much came I would assume from the press or from the opposition but that is not what’s being proposed and it is never what has been
Proposed um what this would be is breaking down BCP in into areas neighborhood areas um and looking at how we can make savings rather than implementing 20 m per hour zones road by road if we can pick an area then we have um the opportunity to um look at all of
The crash sides all of the Clusters in that particular area and see and rather than um spending money on on a significant amount of 20 m per hour roads um doing it by one area saves a huge amount of cost um appendix a is is uh a map which shows
The Legacy work under the previous authorities and where we have 20 M hour zones already um I’m really pleased to say the Big Orange square that you can see is uh my ward which is New Town and heavin half of it is a Zone and the
Other half is a limit um and there’s a slight difference between that and the way that um they are um implemented but what I can say is that people do drive slower in those areas and even if it’s not by a massive amount it is enough to prevent someone from being killed if
They are hit at a a speed that is a lot higher um I also just wanted to mention around collisions um 77% of those who are killed on our roads are are vulnerable Road users so there’s a motorcyclist P pedestrians um cyclists people on scooters um it is much more
Risky if you are not in a car on our roads um and this is an opportunity to try and make it a little bit more Equitable for everyone who’s using our roads um to feel safe and not be not have the fear of being killed um this isn’t out of the ordinary
As well there are other councils who are doing this in fact our neighbors in dorsit Council have put £75,000 of the same funding um into exploring 20 M hour zones um particular in their um uh towns and Village areas to really slow down the traffic there um and make it safer
For those vulnerable Road uses um this money very much comes from a government uh Capital Grant um it’s a one-year fund of £49,000 out of3 million pound which is going into road safety um to look at how 20 m per hour limits can um Aid us and
Um part of that will be around delivering consultation so finding out from residents what their view is but also speaking to our Ward counselors um being able to get a view from the people who actually live in these neighborhoods and how uh the traffic at 30 m hour and
Plus impacts them and whether we need to take it down um I would also just like to mention uh schools and looking at how we can really maximize the benefits around our school population make sure the children are protected we’re taking a um uh an evidence-based route and
Looking at the ksis which is the killed or seriously injured places first and I think we would quite like to factor in um considering um some of the um uh concerns around schools into that but we can talk a little bit about that later um so yes this really is part of our
Duty to address Road Safety um uh make interventions where it’s going to make a real difference where it’s going to reduce that frequency and severity um and uh really do our duty as a local authority to use the means that we have available to us thank you thank you so
Uh we have uh the chair of scrutiny this is V scrutiny I know that he’s going to speak firstable I’ve then had requests from councelor Trent in the room and councelor Fara in the room and councelor bips online uh so we’re going to go to those three counselors before we then
Bring it back to cabinet so first of all councelor Bart I think you might have a recommendation as well as an update on uh what happened in your meeting yes thank you leader yeah um as one might expect this did provoke uh some pretty opposite views and there was
A fairly robust debate um on on this particular issue um where there was commonality was on the uh issue around consultation and that is actually what the uh committee um focused on in terms of coming up with a recommendation um I think it’s fair to say overall the committee were in favor
Of the 20 M hour limit proposed um but it was the concern about the lack of or potential lack of consultation that resulted in the um uh recommendations uh which were as follows uh that option b as outlined in the report be recommended to cabinet for its approval subject to Cabinet
Committing to robust and meaningful consultation on each 20 M hour area and that residents views will be taken into account before any decisions on implementations are made so that was the first uh recommendation and it was good to hear uh Council Earl just uh mentioning the recognition of that the
Need for that consultation I think the concern was a trro doesn’t really produce the type of consultation that that you would hope for for such a sort of a major uh policy change like this or implementation of this kind of thing um the the uh the board then went on to
Discuss you know uh the focus of of the toet mile and out hour limit and whil it’s understood that these are already introduced around schools um in many many areas there was a concern about children’s safety and how this might might um uh be improved by implementation of the 20 M hour option
So the second um the second proposal uh was that as part of the ongoing process cabinet considers focusing identifying areas around schools and nurseries for the introduction of 20 MH road safety measures that that proposal was unanimously supported uh the first one was by majority decision
I would like to speak on this as an individual later if I may uh leader thank you do you want to go ahead now so that we um uh don’t use up any more time yes okay thank counc okay so in in my experience as a a ward counselor when
Residents have inquired about specific areas uh where residents requested um uh control measures for speeding no action is taken on the basis that the accident data held by the council does not support any intervention that’s always been the case and I’ve had very little success in implementing those kind of um uh
Interventions anyway if you apply the same rationale to the introduction of 20 m per hour limits this would suggest that 20 mph limit is not supported by safety data and it’s therefore unnecessary um the other thing I would like to just uh raise is that overall I’ve had nothing but um uh opposition
Locally within my ward from my residents to to proposals for 20 M hour limits that’s the second point the third point I just want to raise and it’s a technicality really is and it relates to uh the agenda item 11 while we might come to that uh in a moment but I could
Probably raise it now in that this 149k I believe is also reference in the costing of that paper um and I’m just wondering if there’s sort of two bites of the Cherry here for the same thing uh because the the paper uh on agenda item 11 lists a
Whole range of different safety me measures but this is the only one supported by a separate paper and I don’t understand why it’s in two different places um so uh that’s it for me thanks Lita thank you C bartler we we just get some clarity on that uh councelor Trent
First of all please then if councelor Fara you could be ready to follow up and councelor fips we are going to limit you to three minutes please don’t go over because I will silence you I know that’s hard counselor Trent but I’m gonna do it anyway I know I’m quite regularly
Silenced for going over time um first of all I’ve I I’ve really got to say how frustrated I am when I see National tabloids spreading scare stories and local politicians and local pressure groups adding words like Trojan Horse and blanket ban and we heard that earlier on from one of the
Representations um basically objecting to something that isn’t on the table but we also heard another representation from um someone who felt that we weren’t going far enough now I would be the first to say that if it was a blank K ban and every 30 mph Road will become 20
M an hour I’d be saying this is crazy you know it shouldn’t happen but this isn’t what’s on the table and in fact the um proposal which I made at the meeting was very much accepting option b as a reasonable compromise between the do nothing and do everything options and um the meaningful
Consultation or the residents views that to me would would mean that if if if we were going to do a cluster of roads that we actually um consult everybody in that cluster and everyone who has to pass through that cluster on a day-to-day basis I don’t think it
Should be a BCP wide consultation on something that’s happening in a small locality that would be Bonkers and um so sort of taking that further we’ve got a massive 20 mph Zone in the vice um or Deputy leader Vice Chairman’s um Ward a lot of us passed through that on an almost daily
Basis what effect does it actually have on us passing through well it just actually makes us drive at an appropriate speed for the roads in question it doesn’t have any impact on people’s freedoms or whatever if you want to drive faster so you’ll go on the
Main road and take your chance on it being clear enough of traffic for you to be able to do that so I fully support the proposal and I’m speaking as one who I think I’ve got 28 roads in my patch that I submitted 10 years ago that was based
On what residents and schools had asked for where we we wanted a 20 M hour limit and uh so far we’ve um delivered about six or one out of five zones so we need something that delivers these changes so you know I fully support the proposal and you know with the provisor
That we consult the people that are affected by it not a blanket consultation as we’re not having a blanket speed restrict restriction So yeah thank you councelor Trent councelor Fara please whoosh so um yes thank you very much for the opportunity to speak on this one I think like many members here
We will have received a variety of emails um from residents both within our Wards and further a field um as regards some of the um uh the need for clarity as regards what’s been proposed what’s on the table um so I very much welcome this uh paper so that we can actually
Get to the heart of the matter and what has been proposed as opposed to what people are presuming is being Oppo being proposed um I have one real request because I like councilor Trent have the advantage of having um a a large 20 M hour Zone as opposed to limit um within
The ward and a uh another one whereby it’s not a permanent Zone it only operates when the school lights are flashing um so I very much appreciate the opportunity should this pass today as a ward counselor to be part of the discussions um for the neighborhood if
It includes that Ward and I think that would be a an amicable way um for us to proceed forward so that we can answer uh emails Etc from residents as regards what is actually happening and what has been proposed as opposed to speculation thank you very much thank you Council V counselor fips
Please y hello thank you very much okay I’m afraid first I’ve got to say I think something’s gone a bit wrong with the council’s relationship with those they’re elected to represent if a report like this proposing such controversial 20 m per hour speed limits across most of the council are is
Expected to be approved here today I’m not aware of any mandate for this uh the Department of Transport document on speed limits clearly states there should be a comprehensive and early consultation on all of those who may be affected this needs to include local residents it also mentions police and
Bus services who do seem to have actually been contacted bus companies don’t seem keen and the police say they won’t in force but residents nothing’s happen nobody’s asked I believe this is a flawed process especially on something this controversial if you confirm this today you’ve already decided that BCP wants 20
M per limits as per the map without even asking the residents first the so-called evidence supporting the um introduction of these limits is extremely suspect quite often driven by ideology and no hard facts or data certainly for the a areas that are proposed every area will be different anyway and some may not
Even have a road safety problem but we don’t actually know as there no data no evidence whatsoever to support why these limits are proposed in each of these specific neighborhoods on the map personally I have no problem with 20 M hour around schools or hotspot areas or
If residents of a certain area actually want the limit then absolutely fine but there just needs to be some open and transparency and some common sense here and and this proposal is T amount to dictating for swayes of 20 m per hour limits across BCP without any evidence
As to need or even asking those who live there or those affected in who might be affected in surrounding roads if that is actually what they want so why do you want to implement these schemes when we’ve no evidence for each area to support they’re needed and our residents
Haven’t even been asked we hear that consultation will be done later perhaps when you the money to implement but this is back to front in my view and I I think the best thing you could do really is is to defer this item and carry out a
Meaningful survey now in in the proposed areas you could ask for postcodes or however you want to do it actually asking residents if they want this currently if you approve it all you’re doing is seeking to impose the wishes of certain minority groups I believe across the majority of BCP without any
Consultation or public engagement um there are strong views out there as other councilors have said I’ve certainly received a lot of opposition males about this and I think we really should be listening I’d asked you to defer it thank you thank you councelor bips so uh who uh councelor Hadley and then councelor
Wilson and then councelor Burton thank you Lita um yeah I think perhaps I could um answer the the query around the the this being in this paper and and the paper following and and and and it also ties into something that Council PS just said uh um we we we have
To go through a process of of identifying earmarking money in order to to be able to go through meaningful consultation actually do stuff at the back end of that and it’s always been Our intention to to do consultation I think that our consultation has U um has
Been quite difficult in recent times and it has become partly difficult because people misrepresent what we are trying to achieve and uh and social media is very good at um at lighting fires that didn’t exist um but but the uh uh um the amount of money is quite mod is what we actually
Did and the reason why there were two papers I suppose is we challenged our officers to say there are other parts of the country where they do have a blanket 21h hour um limits across the whole city so Bristol is a good example and you
Know what should we be doing in the BCP area and so that’s why this paper is before us today is really the officers coming back to us saying here’s the evidence here’s what we’ve done locally in BCP and it’s not new to put 20 mph
Zones and 20 mph limits most of my world is also covered by 20 mph limits and zones um in P Town um and um and it is about primarily about safety it is about the reason that people walking cycling Wheeling are vulnerable is mostly when you look at statistics because people in
Cars are going too fast they’re too inattentive they they they are in control of a vehicle that has the capacity to create significant harm or death and the impact on people’s lives of that that is pretty horrendous if you are the reic the unfortunate enough to
Be uh to be injured um so the numbers are not huge but it is something that in U um Sweden they they’ve gone for a zero you know their aim is to get to zero deaths on the road and when we look at any other um um um area of life we
Attempt to eliminate um injury you know very strongly it’s why the health and safety executive exists it’s why in Industry if they get any uh um injury there’s a big inquest into I but on roads that doesn’t seem to apply and and that’s that’s that’s that’s part of
What’s Driven this I suppose the the the other bit that um is is is key is is that this isn’t really driven by monetary goups it is driven by things like the the the NHS it’s driven by the World Health Organization by U by a number of organizations that are saying
Uh Road injuries are are are significant we need to do what we can to to reduce them and this is one of a number of methods that we can use the police are in support if it if it is based on evidence we intend to use is evidence
The officers have been working on where are the areas where there are most ksis that we could potentially uh uh um impact and that that is what we intend to do thank you thank you councelor Wilson thank you leader um firstly I want to say uh start by saying I adore
My car um I really like my little Mini Cooper um it’s got a CD player that I keep stocked up with great music from charity Shops weekly um and it’s really good in the summer because it’s got a soft top and I recently just got a my
Overdraft from paying for it um so I I think that’s really key to say um I enjoy driving but I don’t think that um these changes are going to have a detrimental impact on people being able to drive um for example my journey here today from my home um near castom Point
Um I think there wouldd be only one road that would be partially affected it’s so it’s a road that starts at 30 and goes into a 20 um and apart from that I think nothing would would fundamentally change um and so so I’m I’m I’m very supportive
Of this um and I actually want to kind of I I didn’t know whether I was wearing up whether I was going to mention this today but um I want to kind of bring a personal story into it um back in January 2007 um uh I was I just started school at St
Peters um at the iord site and um the Headmaster I the Headmaster called me into his office um and and oh God this really hard I didn’t expect this um the head Master called me into the office I was wondering what I had done because obviously a very good
Straight A student you know um so I I was quite nervous and he sent me down and he said I didn’t know how to tell you this but your brother has been hit by a car um and he was studying at uh the St Peters in southorn at the time so
The Headmaster was really very short he said it’s outside the school we don’t know what’s going on it’s outside the school but we think you know he’ll be fine because it’s you know just outside the school um it turns out that um the that he was hit by another student um
They were going at 30 miles an hour and um and he went when when the impact happened and sorry if this is triggering um but he he he got hit um at 30 miles an hour he went up in the air uh six feet and landed on his head
Um he fr his skull uh he he got a piece of glass um that was a millimeter away from cutting a main artery where he would have bled out um thankfully he had he was the fashion at the time was wearing these messenger bags and he had
An animal one that was filled with a lever Arch file full of notes and that saved him from shattering his hip and potentially stopping him from walking again um my dad by some sheer coincidence was walking uh working around the corner um at Roofing and because he works all over Dorset so it
Really was a miracle that he was there and he was able to get to the scene within minutes um and held his hand and anyway he was rushed to um South Anon General they were brilliant um I wasn’t allowed to see him for the first uh five
Days I think because they thought his head was so swollen that it would give me nightmares um but I I think the reason I’m telling this story is because you know that’s had a traumatic effect on myself and my family to this day and not necessarily
So you know after that there was a 20 there was signs and bumps um implemented at school um but it it didn’t need to it didn’t need to we didn’t need to go through that you know that it traumatized the kids that saw it um obviously it s my brother back a year
And really stopped him from fulfilling his potential you know um my dad had to be with my brother you know in that position kind of thing my mom had to receive the phone call from the school um I was really protected from it um I was treated like a prince you know kind
Of thing the school were brilliant and I I it’s only now uh as this has come up and I’ve kind of thought about it and I spoke to my brother last night um asking him if I could kind of tell this story
If I had to if I felt I had to um that um that I really kind of start to feel the impact that it’s had on my family and my brother um and I actually saw last night the the um the pictures from the police Poli report of the car and um
The scene outside when it when it had happened and it was it was horrific um so I just think that you know I I think that what we’re trying to achieve here is stopping a mother having to take that call it’s stopping um a dad having to
See his son in that position and it’s stopping that son having to you know lose a year of his life um have you know minor rain damage if being honest um and yeah I just don’t think that this um is going to have the impact that people
Think it’s going to have um so I just um yeah very supportive I’m sorry for going on but I just thought I wanted to share that thank you Kieran I don’t think any of us can not be affected by what you’ve just told us it’s not something that
You’ve shared before so I think none of us quite knew what you were going to say so thank you and thanks your brother for letting us letting you share his story um councilor Burton follow that yeah thank thank you ler um I I don’t think I
Can I mean I would say I’m looking forward to see Council will cruising in the summer with his with his his topown um which just try to light the move just slightly for a moment um yeah I I um listened to the debate here and also I
Listened to over in scrutiny which was very interesting and a long debate um I totally agree looking at consultation about the areas that it’s supposed to be um looking at the most suitable areas to to protect children young people I’m I’m going to concentrate on children and
Young people here C Brown talk about the the older and the vulnerable older people but it’s children and young people is my my focus um yeah consultation time would also say that waiting for accidents to happen look having the data for for death and serious injury um is is yeah great H
Data but I don’t think we should always wait to that because we heard with Council Wilson’s discussion here you know waiting to have a serious injury and then saying yes thank you for that serious injury we can now do something here uh because we have the data would
Be a very qu conversation to have to a parent i’ would also say that any consultation should also include not just drivers and residents but but but children um because they are the ones that we’re talking about affecting I think we need to look at how we can have
That consultation with with children young people how schools can take part in that um some parts of the debate that I was listening to at um at scrutiny did did hurt my head somewhat and I’ll just share with you a few of them um so so the difference between traveling at 20
Miles an hour and 30 miles an hour now I’m going to I’m going to start talking about different units here because I I don’t like using miles an hour and meters in in the same sentence um is just a thing um so so 20 M an hour or 32
Kilometers an hour or that’s 9 m/ second or or 30 mes an hour is is is 40 kilometers an hour or 13 meters per second now I’m using meters per second because we can picture that um in a room how how long it is and and councilor did talk about stopping distances stopping
Distance are very important but also the thinking distance um if you look at the highway code it is actually very important so at 32 M hour or 9 met per second the thinking distance is about six meters that that means that if you’re driving a car um doing that speed
And and a child sets sets us in front of you that you don’t expect uh you travel for six meters before you touch the break now now um lead a to you that’s about from there to to the second monitor is there so so so so if you were
And I’m saying this because it’s nice to have take I’m going to pick on you okay um so so if you were driving along paying full attention the child step just out from there you would hit them at um at at 20 m you you would hit them at 20 an hour um
You want to touch The Brak um now modern cars have got better brakes and things if people tell all this but I’m afraid you haven’t evolved to think quicker um and of course that is of course if you’re paying full attention now I know you always pay full attention in the car
Because I’ve been in the car with you um however if you were talking to somebody or listening to the radio or planning what what you might be having for tea um that that actually affects that time and it be further um at um at 30 mph um
Which is about 9 m/ second the thinking distance would take you to to to about C of FAA so if you don’t mind being out cash a crash test dby for for the moment um so so at 30 m hour um you would hit coun far call at 30 you’ll just be
Touching the break as as you hit him um now now you know that that is um you know quite a sort of St the way of looking at it um so um we talked about what actually of the damage well it’s the energy of the Collision um at at 20
Mph um a car would have an average family car about one and a half tons about 61,000 jewles of energy and at 30 mph they have about double that energy about 127,000 Jews of energy um and of course it’s a dissipation of energy that causes the damage um to to to the
Personally head um um and when we talked about this we we heard I don’t know if this was actually at the scrutiny meeting but I’ve seen a lot online about you know modern cars aren’t designed to travel at these speeds and things well in in France in builtup areas they they
Have a lower speed limit and persos and citrons and Rena can manage it so I don’t see why our cars can’t do the same and don’t forget that 61,000 jewles of energy or double that 30 m Hour Energy actually that energy came from burning from most cars petrol or diesel and when
You stop and start that amount of energy is wasted and that also affects the environment and affects of course those people you’re driving through so the pollution it makes um so um another way start winding up sorry very interesting but okay I’ll try to go I mean another
Way of looking at it is at um 20 mph is about like falling off a 4 meter wall and hitting the ground is is is the sort of impact speed um at 30 mph it’s about an 8.6 meter wall so if you could imagine allowing your children to run
Along ex to road that a wall that High um that’s what it’s like with with the traffic um I did um we talked about act scrutiny we talked about strange danger um that being the thing that actually most damaging children walking to school um in the UK one child is killed every
Week is U most people killed or killed or murdered or actually killed or murdered by their friends and family uh being killed by stranger is very very very rare you’re probably safer with strangers than you are with your own family um and um 780 children killed in
In the UK um or um 100 512 um killed Ser injured by R each year that’s about one every 17 hours um therefore you know I think you can see what my views are on this thank you councilor Burton okay uh I am very conscious that you know we’ve had some very
Controversial statements being made I just going to make an actual statement that we are flying the UN flag outside for peace due to Gaza and Ukraine this is nothing to do with a world government um and we will continue to fly the UN flag peace until we see those conflicts come to an
End uh councelor Hannah thank you chair first of all uh could I congratulate councilor of Britain on his presentation you can tell that he was for a teacher and as someone who did actually train to be an off State inspector at one point in time could I please grade him
Excellent uh can I admit that I haven’t actually received any representations from uh residents in my ward on 20 M an hour uh limits I don’t know whether that’s because residents in South Bor tend to drive uh slowly in the first instance but I’m very much aware of
What’s been going on in the media uh and uh the misleading representations that have led to a lot more concern than there needs to be uh I also am interested in the comment uh in the report uh from moras uh about uh the impact on travel
Times what I’m not quite sure of in terms of the comment in the report is whether they were aware that the through routes would continue at their current speed limits uh so that most of the routs that buses would be using would not in fact have a
Change uh and the impact uh in terms of uh any roots that go through the residential areas that have been defined is likely to be minimal uh that said the most important bit to me in terms of implement ation of what I hope we will proceed with is the consultation
Element uh and I sh with councelor Trent uh his concern that uh the consultation is well defined uh and that it is the residents of each area that is under consideration who are the people who should be consulted uh I didn’t quite share with him because he did add in those who drive
Through uh and I’m not quite sure how you identify uh the need for people to drive through particular areas and how you even contact and establish who drives through particular areas I think the consultation should be with residents but I would add to that Ward counselors because the ward counselor may not live
In the particular area that’s being uh considered at point in time uh what I would like to do is check on procedure again because uh last time I spoke I preempted councelor BR in something that he was going to say for which I again apologize uh we’ve got two recommendations from
Scrutiny uh what I’m not sure of is whether anybody is ready to propose specific wording to be added to our recommendation uh which follow on from those uh if not I have got some wording I would suggest but I won’t say it until I know whether that might be preempting

Brief comment I will keep it brief um I haven’t had that think I’ve had very few representations on this but I have seen a lot of sort of stuff social media and in the Press about it and and actually it struck me where um Kieran said about
His journey and so I’ve looked at the map about my journey and I I like my car I use my car regularly but I also cycle and I use buses and trains when I need to as well um but looking at the journey that I had about five miles coming in from North
Pool today and apart from the few residential streets leaving the state where I live which um frankly I do get quite a lot of residents saying they want speed limit reduced on those roads and they do have an issue with with the cars traveling through um and I looked
At the route and it’s nearly all on those primary and secondary routs which are unaffected and I think there’s probably only one road on my journey my five mile journey in which could potentially be impacted by this so it really would be a minor impact on on on
People for what is potentially A major benefit in terms of reducing the number of deaths and serious injuries on our roads and I know frankly that one road you know probably would be a good idea to actually reduce it to 20 because it’s a small cut through so um yeah I I think
It’s been really blown out proportion in terms of the impact this will have on people because most people will spend their times on those key primary and secondary routes and frankly as motorists we probably all should be a bit more careful around those residential streets where there are a
Lot more schools and pedestrians and shops and people going about their business so I’m in support of the proposals thank you so I just want to seek some clarity if we look at the actual you know mindful of of of comments that been made about the need
For consultation and the need for you know forcing this through for people and communities that don’t want it but if we read the recommendation and put aside the recommendations that come from scrutiny a dedicated budget is included in the local transort plan for 20242 Financial year to recommence delivery of limits on
A neighborhood basis with a focus on residential roads and to continue in future years subject to the available of capital funding so all we are doing here is we are saying that in this year we’re putting £49,000 except the points been made about is it double counting that’s not my point uh that
£49,000 if you look through the paper is likely to deliver a couple of those neighborhoods there is a commitment to actually consult those neighborhoods that are affected I totally agree with councelor Trent when we had our 20 mph zone go in in Broadstone the majority of people who
Lived within the area were have been asking for years and in some cases decades it was the people who were using that road to get through from wimbor or merly down to Paul to cut the corner off but didn’t want it and that skewed the um you know skewed things and I don’t
Think they should have done so if we’re saying we’re going to consult with those people before any such work is done then nobody’s imposing anything because next year we would have either 149,000 or whatever is deemed appropriate when we go through the mtfp process and that amount of capital
Funding will determine how many more neighborhoods are done including some consultation so I don’t accept the argument that roads are going to be done without you know in a dictating basis or that there’s a process because this is within the mtfp which the whole Council has already voted on therefore we have a
Mand St from Council to spend the money within the mtfp as already decided and 149,000 is there so unless I’m wrong I understand councelor Fitz’s concerns but I don’t think she’s correct in in her interpretation of the process councilor Hadley have you got something to say on that yes I have
First just a minor correction if I’m a leader it’s not the mtfp because this is capital so it comes out the local trans apologies but the capital is part of the budget setting process anyway isn’t it yes it is yeah um and and I think the
Absolutely as as you said this is about prioritizing a reasonably small amount of money much more modest than our our safe roots of school or our Crossings which will come on to the next agenda item um but it is to make some progress and to pick up where we left off so
Effectively it was removed from the local transport plan last year I believe it was just last year um so we’re re we’re actually reinstating it into the local transport plan to make some progress in those priority areas and in in in Oxfordshire where they ask communities what they wanted to do it I
Think 300 360 villages in Oxford all pleaded to have a 20 20 M hour limits in their area so it’s something that if you ask people who live in the places very often they they are very keen on on reducing danger okay so anybody else want to
Speak on this or we’re going to go back to uh we need to cover the um the recommendations so we have a first recommendation on consultation I think are we content with that as it stands to accept that recommendation Council Earl yes um at the moment the
First one on the consultation is asking for cabinet to commit to robust and meaningful consultation and absolutely I mean that is what is included in the report um and I’m glad that it’s been highlighted by overvie scrutiny on that recommendation councilor Hannah do you have any amendments uh yes chair I’m suggesting
That so we actually Define it a little bit more carefully and that we refer to Residents and Ward counselors of the area concerned so I I think there is an argument that says that um that other people do have a right to be consulted I don’t think they should
Be ignored but it’s about how we wait isn’t it it’s how we wait the use of the roads I I would not wish to exclude somebody that lives outside for example my mother might live in that area and I might visit my mother my mother might not drive and therefore I would be
Excluded so I’m I’m I don’t want I think we need to be careful in a recommendation by being too specific and having an unintended consequence I think we need to I don’t know that it needs to be in recommendation I hear that chair are we content with the recommendation that’s come from ob’s
Scrutiny because I think they that that’s a that feels like it’s a fair representation my concern is how the consultation team actually deal with consultations and wait the responses that we get and that’s a worry I’ve had for quite some time I don’t know whether they director is hearing what I’m saying
IA so I’m just I’m just asking the question about how we um how we deal with the waiting in terms of consult ation because there is a a recommendation that says robust consultation there is a a suggestion to amend it that only includes people who are living within it which I’m
Uncomfortable with but I’m also very aware that very often The Waiting of how we figure out what it’s the difference between consultation and referendum isn’t it it’s not about a vote it’s about an intelligent consultation that looks at what what people are saying what their concerns are and actually it shouldn’t
Be about a straight is this 50% plus one it should be about what is what is the consultation response telling us and how we use that can I just get your view on how how robustly we Define it so apologies I was I was uh doing something
Else I um I would recommend that you look at the themes coming out of a consultation as well as the waiting of the vote so absolutely look at what the themes coming out the and the iterative and the literal responses are as well as the the simple yes no or um the data
That we get uh take in around thanks are you satisfied that that sort of that approach needs to be taken otherwise we would have a a tricky situation uh the honest answer is I think it needs thinking out in more detail but I’m happy that the wording in
Terms of robust Etc uh allows for that thinking out of the consultation to take place thanks councel Hannah councelor Burton briefly yeah yeah I will be brief thank you yeah I think you probably know what I going to say could could we add including children young people to the
Consultation I think we’ve got the word robust I don’t think we need to detail it otherwise we’ll end up with a long list it’s only that normal consultations the normal rout for consultations will will S cude Young People Richard I think we need to move on from this we have a
Robust consultation I think we need to work with our consultation team about what how we deal with consultation I really don’t want to have a list otherwise we’ll have old people young people commuters cyclists and everybody else and I just think we need to we have robust consultation I think that’s clear councelor
Hadley yes thank you L it was just in terms of there are two bites the Cher effectively consultation which might be just with the residents or you know with with area and then the trro process because they would need to be a TR process to follow on which would allow
Other other people to to express A View to I think we need to work on how we consult with younger people full stop and I don’t think we need to deal with it on a Case by case basis we need a perhaps you could work on a consultation
With young people paper to come to Cabinet later on this year that might be useful I’m sure children’s scrutiny would be keen on that as well okay so that recommendation we’re happy with the second recommendation I think there’s a potential Amendment to the recommendation yeah so the uh second
Recommendation um from overview and scrutiny board was that as a part of the ongoing process cabinet considers focusing identifying areas around schools and nurseries for the introduction of 20 M hour road safety measures so I think as a Cabinet I’m I’m certainly willing to accept this in part but the wording is
Slightly um uh over overdone I would suggest that we break it down to that as part of an ongoing process cabinet considers focusing on areas around schools and nurseries rather than focusing identifying I think we need to either have one or the other um so on
That basis yes uh very happy to proceed um I think one question here potentially would be how do we Define that I know that Council Hadley sort of um suggested uh that earlier that if we were to take an approach of say 2 kilometers that could potentially cover more so that
Would really need to come from the consultation of how we would Define that and I think including schools our metrics of how we would prioritize different places um across the connation alongside our killed and seriously injured statistics and alongside consultation um that will all feed into um where we where we
Potentially choose to progress this so we’re looking at removal of one word which is Iden in and uh and recognizing that we’re considering that are we happy with that yes okay so with the two revised recommendations or additional recommendations the second one having been revised uh can we take a vote on

The ltp capital program so um councelor Hadley you’re going to present this do you have a seconder thank you councelor Wilson um councelor Hadley thank you um this is the an annual report so the local transport Plan Three which was set about four years ago uh um is is the main uh
Um guaranteed I suppose way in which we get Capital funding for transport priorities across the the area um and it’s it’s U um 8 point uh um eight just over eight million um and uh uh 8.5 million and and it’s split into 3.1 million is integrated transport block
Which is about enhancements trying to produce um travel improvements and 5.4 million which is highways maintenance so a lot of it is about about filling potholes and keeping the network operating and and maintaining the infrastructure that we’ve already got um the report also shows specific external allocations based on successful bids to
Government and that’s actually 35 million that’s wor that’s a significant bit larger than the sum that we have guaranteed and that’s you know I’m grateful thanks to the officers for for making those bids for seeing those opportunities and jump jumping at them um and in the interest of time I won’t
Go through the detail of those if there’s any questions I’m happy to answer them thank you thank you very much councelor Hadley um can I see if anyone outside of cabinet would like to um uh take part and have anything to say nope I’m not seeing anyone indicate so over to
Cabinet I’m also not seeing anyone indicat um I would just like to say uh in my role as the cabinet lead for road safety I’m really pleased to see um particularly the amount of money that’s going into safer routes to schools and school crossing upgrades um in my w I’ve
Been really lucky to have a School Street um but um one our other one of our other schools um does have some real risks around the entrance there and actually we need that engagement work with schools to make sure that we are working together um and putting in a um
A travel plan um and improving those measures I think is is really really good so I’m I’m glad to see that half a million pounds huge amount of money going into that councilor have you anything to so uh we are going to move to a vote
On that one uh cabinet could you please indicate if you accept do accept lovely thank you very okay onto agenda item 12 we’ve got permanent traffic order for Livingston Road which is uh Bournemouth and like I was just talking about this is a School Street um and councelor Hadley um are
You going to propose this can I ask if we have a seconder thank you councelor Wilson Council Hadley go ahead thank you um yes this is this is Livingston Road um which is Pok toown Community School um they have had a a trial uh which uh um has
Been analyzed 61 respondents of the trial most of them positive some concerns over parental behavior and over parking impact on wider area um but but but generally very very positive and people saying it makes them feel safer and that um and there was one particularly nice comment about a mom
Who had started walking to school because because it was more difficult than uh uh uh to find somewhere to park and she’s found it’s not far to walk and she’s feeling better her mental health feeling better and it’s encouraging her to get her children to walk more as well
Um so I think that’s a real that’s a real result so I think you know I just recommend this this one effectively is making permanent what’s already there thank you thank you very much councelor Hadley um would anyone like outside of cabinet like to speak on this councelor Fara if
You could come up that would be brilliant yes indeed I speak as the ward counselor where this uh Livingston Street actually exists um it’s uh an ideal um uh board um or should I say an ideal school for this trial to take place um I really appreciate it um doing
So initially there was a fair amount of um uh objection um as regards how can we possibly um change our methods from dropping kids at the school the school is rather unusual in that um the pickup is on a parel street and the drop off is
On another one the power street is um well protected by the 25 hour Zone and a variety of um steps Etc um so just one little bit of feedback and one suggestion which IID make is that on the consultation um I think it is essential to have empirical evidence over the period of
The consultation but we may serve our residents better as a um a local authority to encourage people to fill the fill the um consultation in again after they’ve experienced in place and I think we might well ad miss the trip there and there are other situations where um that should be encouraged and
Perhaps that could be a practice that could be adopted by the local Authority so we push for the consultation and then we push again social media maybe even to the fact that the consultation is closing in a month or four weeks or three weeks or whatever on the lamp post
So people go yes I’ve got empirical evidence of how it has affected me um and I think that would actually help have more supportive comments um as councelor Hadley pointed out as regards the real difference that it’s made um to um that one month um and her family and
Her well-being um the other observation which I’ve got is that um since um if this does go permanent is that it’s been a very well-managed um uh uh trial by the school staff so they act as U Marshals they put the temporary barriers across the act as Marshals should any
Residents wish to get out so that they um move out of that particular Street at a walking pace there was one issue was brought up and I’m not sure if it was in the consultation is to encourage the schools to report issues that they have with drivers um whether it be you know
Frustrated Ms the one particular issue which I bring to the attention of the um of the uh cabinet here is that uh one of our taxi drivers um delivering a children to school was showed frustration um and from my perspective sitting on the licensing committee um that is unacceptable behavior from one
Of our licensed taxi drivers or the firms so I would encourage any other schools that are perhaps thinking about putting in such a trial or adopting it to have a mechanism that they can report behavior for taxi drivers as well as perhaps residents which are not happy because there is a different standard
And a level of expertise and professionalism that we expect of our own particular drivers that are delivering on children to these schools thank you very much uh thank you very much councelor Fara now if I could open that up to uh cabinet if no one else is willing
To um speak from outside any indication NOP uh councelor Hy did you want to yes so I just respond to that point from councel parkar and I think it’s it’s a good point and actually we’ll be hearing about Paul Park consultation um quite soon and and as
Part of of the work that’s done there I think that we’ll be looking at sort of segmenting you know part partly that was implementing and and a consultation in parallel and we then get criticized for not Consulting before we get to the implementation um but they have also
Looked at U um at time slots in terms of of people’s people’s view as it changes over the course of the consultation it’s part of the reason having consult a rasal period but I think it’s something we can certainly look at with with obviously with the consultation team in
Terms of how how how you how you achieve achieve that and I think it is Meaningful and it does come back to to uh what um Isa was saying about about U um having the qualitative uh uh views I think the comments are actually far more instructive in terms of the impacts on
On pick up thank you thank you very much Council Hadley now if we could go to the vote of cabinet could all those in favor please indicate lovely thank you uh so let’s move on to agenda item 13 so a residential disabled parking Bay proposal
Um again this is a a TF a a um uh uh transport related uh paper so councelor Hadley thank you I hope I’ve got a second there a second uh yes so um Council Burton happy second thank you de leader um so so this is about residential parking Bay for the
Disabled there are 24 changes eight of which are removal of disabled bays and and the rest are are bringing bring them in a couple of them Drew um quite a few objections where other members of the same household had cars or the applicant had a driveway which it was assessed and
It couldn’t take the adapted vehicle um the team really do you know work hard to assess the need and to recommend approval where it’s where it’s needed the eight removals highlight that when a space is no longer needed it will generally return to unrestricted parking
And in some cases it’s um it’s even on the same streets within within this one one set of recommendation so I I recommend this to cabinet thank you councelor Hadley um anyone willing to speak on this from either outside cabinet or within cabinet no if we could uh put that to
The vote please could those on cabinet in favor please indicate lovely that is um uh in voted in favor um right so we’re going to go on to agenda item 14 which is another traffic order proposal uh this one on the local transport plan safy routes to
School uh regarding s coat road so um Council H is going to present this report um is there a second for councel hady thank you councelor Wilson um go ahead councelor hady thank you yes so this is some something that actually arose from the school from baen Power
School it was a petition some actually some consider time ago s while to find the money to actually move this forward um but it is about con cycling and improving the pavement experience for people and zebra Crossing on Woodside Road Woodside Road is is is obvious the
Link through from pen Hill down towards um Ashley Bross so it’s quite a busy road um and it will be useful obviously not just to school children it’s useful to all the people pedestrians passing through that area um so I’m recommend it to cabinet thank you councelor Hadley any

Um this latest version has been published um it came out yesterday and and it’s available on the council’s website and a copy has also been circulated as part of this agenda um the forward plan obviously looks at what we have coming up in the future as cabinets and I would urge colleagues counselors
