Rules of Order um might be somewhat challenged and uh let me just say that although we accept Robert’s Rule as a backup when we don’t uh necessarily um follow standards and it was stated that the way we make motions May well not be in order and we did check with legal and some
Other um sources and although what was suggested is the most common method of making a motion is that I move uh to say that I make a motion is in order and there are about two or three other ways of doing it but you made a difference and I think
Council is perhaps ready to adopt that as a standard but um it was not necessarily incorrect it was just a different way from what is is most commonly uh used so again we thank you for that comment and the other one was in reference to a lot of the grammatical errors uh the

National Harbor in uh Prince George’s County and I really wish you would take a look at what they have done there with the harbor and the area surrounding it which is approximately the same size as um Stone Crest Mall I’m very concerned about Slough 2309 it is on here for a vote and
Decision only however as most of you know this project has changed a lot since before it went before the planning committee and it’s my personal opinion just my opinion that it needs to go back and that it needs to have another public public hearing because what is being done today is considerably different
Than what was proposed at the hearing especially that there was no traffic plan and from what I understand from the traffic plan that they submitted they said that less than I think it was 20 cars entered that area but we don’t know when that was we don’t know if they
Included the housing house next door if that was how many cars went down Penola Road there are a lot of questions that need to be answered about this project since it has been changed and since you you know you did not send it back it got deferred and technically I think it
Should have went back because like I said they have made so many changes to it this is not the same project that was before the planning committee it’s something new something different so I’m going to ask you to please go ahead and to make sure that this is deferred until
It can be have another public hearing and that the public be allowed to comment on what is being proposed now because although this project has decreased there’s been changes in the placement of certain things on the property and this is one of our as I’ve said before this is one of our Premier

Responsibility to strive for progress and lay down the foundation for a successful City it’s been four years effort looks like tangible progress that citizens can see whether it’s infrastructure development Community initiatives educational programs or something simple like expanded sidewalks I lived here for seven years and nothing meaningful has changed especially not
For the better we need to be go-getters not couch potatoes who sit there and wait for developers and businesses to notice us I recently visited decar city and W witnessed the stark contrast in Urban Design and civic pride we need to emulate the example of more established
Cities and work towards a Stone Crest we can all take pride in the lack of Engagement from City officials regarding important city happenings is alarming we only see you twice a month that is two days out of 30 days and are given two minutes to speak our mind and give and
Get a response because Lord knows you don’t answer your emails we need transparency communication and involvement from our leaders in addressing Our concern concerns and desires simply utilizing social media for more than event awareness can bridge the gap between officials and citizens we need to know what you’re doing and
When we don’t always have to see you in person just make a video every day or host a live so we can ask questions or send out emails and surveys or actually respond to an email or two we must Inspire our citizens especially Our Youth and seniors to strive for

Jobs and um naturally that is not enough to supplement that that they offer additional training throughout the year there’s one in Savannah uh that happens annually at the um annual convention and there are at least three others that are spread around the state of Georgia of which council members can take
Advantage of a lot of training that’s office and once you reach a certain Milestone you’re recognized for having reached a certain number of hours in training and this January when we had a convention here in Atlanta and we took additional training on how to manage certain aspects of this manag of the
Municipality uh three members of city council and the mayor were recognized were having achieved certain Milestones having received um a certificate of recognition that goes to you when you reach the Milestone the mayor of the city of stor Crest was recognized for receiving having achieved 72 hours of training
Our councilwoman from District 5 was recognized for having received 72 hours of training and our councilwoman from district one recognized for having received 42 hours so far and from District 342 hours so I’d like to uh acknowledge their achievement so give them a hand please next uh we would like to
Recognize councilman Rob Turner for his service as council member of District two and he was elected to Council on the very first election of officers for the city of Stone Crest and uh he um reached the end on December 31 and is now in retirement from uh the

Nonprofit managed by Georgia municipal Association and so Mayors across the city can join this initiative and so we decided to do it here in the city of Stone Crest it’s a book club U series uh that produces books that you read to children to educate them on local
Government uh so what better way one than to start early uh two but also to get a partnership a Community Connection uh between our children and our local government so I’m excited to Proclaim uh March 1st as the city city of Stone Crest mayor’s Reading Club day in the
City of Stone Crest if you didn’t know March 2nd is National read Across America day uh so because that’s on a Saturday uh I proclaimed uh March 1st for the city of Stone Crest as the mayor’s Reading Club day uh Friday we will be at Stone View Elementary where
We will be reading uh the first book in the series to our elementary students at ston view I have the book here with me it’s called Georgia Caroline visit City Hall this is book one of that series uh so if you uh want to one participate
With us uh we will be at Stone View Elementary I believe it is at 8:30 Friday morning uh to read this book with them uh and then we will move around the city to uh the 12 schools uh throughout our community to engage them in local government early so I’m excited about

Serve as a founding member of the GPS cycling Club of lonia along with memberships to vo Atlanta Cycling Club V 60 and frog Cycling Club Atlanta and whereas through his life of service Mr CER was active in charitable organizations such as Hosea Feed the Hungry rescue one century NAACP n

Thought that people would appreciate that number one would give them plenty of space that would give them room and sunlight and that keep it at a maximum minimum cost so I’m hoping that even if it has to the zoning has to go back to the 100
Which I’m trying to get Mr Loveless to do of course every time you have an engineer and you change something it cost a lot of of money but to give the people of Stone Crest what they want I think that that can happen and I think it would be a
Beautiful Community because we looking for walking trails we got five acres of land that can’t be built on it that Mr Allen is talking about putting a nice little Pond and sitting area you know water fountain what’s what’s wrong with those things I’m an interior designer by

Build okay we need to start holding developers to what they say now this is what they say they want to build now anyone in the right mind knows you cannot put 60 of these houses on 13 acres of land it’s it’s humanly impossible because don’t forget in those
13 acres you have to have roads you have to have separation between the property you have to have all types of things so you are decreasing the property down now to maybe eight Acres of buildable land that you can put houses on so first of all I’ve complained a lot that you guys
Do not hold developers to what they come and tell you they’re going to do once property is rezoned it is rezoned and anything that can come in that in that zoning can be built there without any complaint I’mma give you a quick example you rezone Covington Highway and Evans
Mill you made a special thing to put a Boston Market there there were those of us who told you that Boston Market was in financial difficulty and was closing their property the developer stood right here looked you in your face and told you he was going to put a Boston Market
There now he was less than truthful because as soon as they got that resoning as soon as they got it within I think it was a week they posted a sign out there that it’s now up for sale so if they want to build these houses which

Impossible to build you cannot build 60 of these houses on 13 acres of land if you might be able to build 13 miniature houses on that but you’re not going to have any sidewalks you’re not going to have anything they’re going to be all backed up to each other so I’m
I’m asking you to reexamine not only this project but to make a requirement when a developer comes in here and shows you some pretty pictures and tells you all that they’re going to do that you hold their feet to the fire you put a you put you put a restriction in there

See if you notice you look at it it has a section it says Arabia Mountain conservation overlay where the the grid and the the the the different things that there it tells you what can be built and what cannot be built in that area and since this property is in the
Overlay of the araban mountain conservation overlay that means that all the boxes are blank in that res residential section under the Arabia Mountain conservation overlay which means that no residential development can be built there’s not permitted in relation to the comprehensive plan 2038 the conf comprehensive planning is the foundation for Quality growth
Management the comprehensive plan brings together and addresses all aspects of community and economic development functions with the objective of sustaining and improving the city in the future so I don’t see how building these homes which look beautiful on paper we just got this information today when we
Walked into the room for this meeting the homes look wonderful on paper but how do we know what they going to look like when when they’re finished and and I have a copy here um I don’t know if I you can see it but if you go to the
Stone Crest code of ordinances and you’ll see there it it’ll have residential section and then on the very far end is Rabia Mount conservation overlay and and it’s it’s completely blank and that’s my time so I just want to say that these homes should not be built because they’re not going to be
Safe there’s no traffic impact study we got from the uh petitioner we don’t have a school letter from them about what’s going to happen and I think it’s going to be a Devastation of the traffic and everything that’s going to be coming uh if they build these home thank you for

It’s my understanding that Miss cowi uh when she introduced uh uh this project uh this evening that um they recommended denial um you hire learned educated individuals who have the qualifications you hire a City attorney um to determine um the legal aspect of uh some of your
Operations so these people um that you hire have made a recommendation and I know it’s not a requirement that the mayor and the city well the city council specifically uh adhere to the recommendations from your uh staff people but we’d like you to strongly consider that if the people you employ
Make a certain recommendation that you wait that recommendation so I’m standing here um not as a an immediate resident who will be affected by this particular project but I would like you to um follow or set a precedent to um acknowledge uh strongly consider the recommendations by the people that you
Employ for the city of Stone Crest to make learned decisions in matters like this thank you thank you did you fill out a u comment card how much that’s the um total time for those in opposition there was some time left for rebuttal how much time is left five

Seniors and I was doing that because I did I had did a veterans facility in Buckhead the people in Buckhead was living like kings and queens so it made me look to see what our veterans had and with our seniors had on this side of
Town and I want to tell you it’s like Funeral Home and I had the 19 Acres that’s what this was I spent four years with designers and people to put this project together this wasn’t done it’s day you know something just flipped over when Stone when uh they told me
Stone Crest told me that I could not put this building on on that property is when I sold the building the property the 19 acres to Mr Roland out to build those houses now when I was up here the first time I also said that the property
Would be turned back to our 100 which was already approved of course you can’t build 60 houses that size on that that many acres of land but if it’s divided up larger you can build 30 and that’s what Mr Allen is planning on doing I just said that when I was up
Here before now the traffic do not come out on Evans Mill Road it comes out on Ragsdale Road up by that seven-day VST church now I understand what what she’s saying and I understand the the why she’s a skeptic because I went searching to see some houses that was built these houses were $387,000 and it looked like garbage and they got a hundred of them up right now the same houses that gonna be built on Rock whatever that spring Rock so I understand what she’s saying will you addressed address the counsel please I understand what she say but I also understand Mr Roland
Allen his integrity and what he wants for his community and you can put our feet to the Rock I’m an interior designer the baddest one that y’all got in Georgia and I’m determined to make it wonderful because I wanted for my people I live in stone

About seven uh seven units per acre okay and the request is to go from r100 to r60 on this property and it is also in the Arabia Mountain overlay um there are some special restrictions will build in in the overlay was that taken into consideration when uh this application

That um a personal care home cannot be more than or less than 1,000 feet from another Personal Care um the other residence they said is a assisted living so I don’t know what the difference is between assistant living and personal care I looked it up and basically
They’re the same it’s just how you you know want to you know present it as a personal care or Assisted Living um my other question is that is there going to be someone to manage the facility at night um the owner said that she and her husband would reside there
But know what if they take vacations or um will there be somebody that they want to replace them at night with the residence there um also will it be inspected by the Department of Human Services and licensed are there Provisions in place that the state o that the owner has to
Notify um the city when she and her husband are no longer residing there full-time and have hired somebody to um replace them while they’re not there so those are my questions um specifically about the difference between an assistent living house that’s already maybe one house down uh from this proposed personal care
Home and also I may want to add that there is a pad split that’s right next to the house and I’m sure you’ve heard of that and there was a pad split that was right across from my house um it’s vacant now but they’re know um trying to
Sell it to reopen it as a pad split and also there’s a lot going on in that neighborhood back in September there was a um what you call a um SWAT team raid on one of the houses up the street so that’s my concern about you know what’s

Functioning individuals that I will be pursuing so think about your grocery bag or at the at um Publix um that can communicate but just needs that extra help and support to live daytoday okay so they’re supervisor for eight hours yes and unsupervised for 16 no not unsupervised there will be a um
Staff of three nurses rotating um rotating shifts in between that staff so during waking hours sleeping hours and in between if I go on vacation let’s say then how do we assure that um someone is accountable for their well-being during the other hours doing the sleeping hours the uh
Well the other hours when the nurse is not there your nonone business hours so oh there will be so with my husband is a a licensed uh practical nurse who will be in the home so that’s another nurse essentially in in the home 247 247 not 247 but with supervision so I’m
In my home about 12 hours a day because I work from home essentially we would make the hours of what’s when the nurses come in my husband will be there I will be there there will be supervision Around the Clock okay and you mentioned the level of supervision they would need uh who
Certifies that that’s the state the state certifies the level of supervision required or assist living you say high functional autism yes okay yes all right Council any other questions or comments for staff or the applicant May cble uh a couple things I want to I want
To reiterate for clarity and then um ask a question the and I know this this is not maybe specific to your application today but applies to yours nonetheless um many times we have uh personal care and Home applications and there are lots of questions from our residents about
What’s a state requirement versus what’s a city requirement and then sometimes um there’s always an opportunity to educate all of us including the city council on some of the things that we’re concerned about that the state covers and some of the things that we’re concerned about that the city covers because we’re
Talking about planning and zoning right but the state certifies all Personal Care Homes adult daycares even child home dayc carees right uh so the state sets certain regulations that you have to meet uh about your operation about what is the the minimum hours uh that
You uh have to be there or that there’s a medical assistant there they set the uh amount of um um residents that you can have per your certification uh they also said how many beds you can have per your certification uh they set what is the day hours and what are the night
Hours and how many people have to be there uh so I think it’s always a good opportunity to just share with our community with our city council uh that some things are regulated by the state and which we have no control over and then what you’re here today is to talk
About really which is your zoning application which is the ability to have set use at this property but the activities within it are regulated uh constantly and certified uh by the state so your zoning application um I think one of the questions uh was if you were
To move um would the new owners also have this same right so I wanted to answer that question um so you kind of standing here so I can um what by our regulation a personal care home is only approved via SLP and that slop goes to
The owner uh at the time of the application the SLP is not transferable uh so so long as this belongs to this owner so long as this owner is what the property said stays the ownership changes the goes away the new owner has to apply uh and I have no
Doubt that the state certification would no longer apply to the residents that you no longer owned uh so I wanted to make sure that we that we cleared that up that all um all Personal Care Homes in Stone Crest go through a SLP and that belongs to the
Applicant Washington asked about um the number of beds uh in the bedro when and you answered it by saying there will be two in the master bedroom would you talk a little bit about the process the state uses uh to um agree or certify that you

From previous meetings so the information that was afro mentioned from the that you requested was there a change the applicants have submitted each time that we have requested this information this additional information in regards to uh the size of the facility you said that was a reduction
Uh percentage wise can you speak to that not percentage wise it was previously 9200 my okay and uh the Green Space how did that impact the parking I think that it didn’t impact it that much that the parking spaces are still basically the the same it’s just
Showed the Green Space of where um open space will be and no more um the buffer requirements and the uh tree the saving of most of the trees there was some concern about runoff uh and how we would capture any runoff if this is approved there is a storm water facility

Residential areas on the map um it will be in tiers 2 three four and five and it does exclude tier one which is in the red the proposed amendment is to permit micro home communities in the following overlay districts by way of the underlining zoning districts and that
Will be in the Stone Crest area overlay in tier one two in tier repeat that Stone Crest overlay will allow will be allowed the micro home communities in the following overlay districts by way of the underlining zoning districts in the Stone Crest area overlay it will be in tier two three four and

The hr1 in hr2 is for and you won’t find that in the um Arabia Mountain overlay area you will not find that in the uh southern part of the city where you have the upscale homes yeah you will find this mostly um in the I20 overlay area or the I20

In order and uh we had a Economic Development steering committee that met quite a bit last year and they extended into this year in terms of putting together their uh report as to the role they played in moving this process forward and to hear from them at this
Time I believe first one was going to be from the committee uh director green you going to introduce the committee uh representative uh good evening mayor and council at this time I’d like to introduce Thad Mayfield the chair of the economic development strategic plan uh committee good evening mayor and Council
It’s a pleasure to be here um you’ll have to give me some instructions on how to um just move that this on the screen place this on the screen so that you can see it so okay okay we’re there uh well first of all I want to thank you for the
Opportunity to serve on behalf of the committee and I’d like to uh first state that this committee was formed really as a conduit uh for the views of residents businesses and subject matter experts and other stakeholders uh to have input into this process and to serve as a
Sounding board um to the city staff our members are illustrous group I want to call their names because I think they made outstanding contributions uh Dave Marcus who was supposed to do this presentation who had to be out of town our vice chair uh Andrew Wells our
Secretary uh Bernard Knight a member on behalf of the Stone Crest Industrial Council uh Chris C Brook a member Ronda Cosby who a member on behalf of the AR Arabia Mountain Heritage area uh Alliance Shelia Jackson who was a member on behalf of the side deev uh part of
The film commission quite frankly and jetha Wagner uh who was a member on behalf of the uh Villa uh Development LLC and of course our mayor as an ex-official member and one of the things that I’d like to stress is that our Focus was really on leveraging the
Capabilities of our committee uh the knowledge that the committee had of the Stone Crest business and industries here uh the relationship that members have with uh Stone Crest residents and the business communities and of course the expertise that resided in the committee uh in Economic Development planning and
We made several recommendation uh 75 plus uh with the initial most of the recommendations actually being accepted by the consultant and we certainly want to thank publicly uh the cooperation that we got from Miss Scruggs from Mr green and for the staff and support uh throughout this entire process and while
We when we reviewed the um the report we find it as a good first start for the city and uh it provides really a starting Baseline and framework for an executable action plan uh for economic development there are five areas that we suggest improvements in the plan and
They were listed those listed here include uh external and internal collaboration opportunities and I’ll get into a little bit more detail on these on the next slide additional development uh and focus and I apologize for the misspelling of this word Focus here uh there was a lot of discussion about
Misspelling and I certainly want to acknowledge ours uh leveraging the natural assets of the city uh removing barriers to development and of course expanding on the um Community Improvement districts or the Cs um one of the things that uh I wanted to stress about uh the four the five
Items that we listed here um as it relates to collaboration and extending opportunities we the committee felt that there needs to be uh perhaps greater alliance with some of the city departments and some of the the organizations or the groups that are in the city that are supporting economic development that includes business
Groups as well as nonprofits uh some of the additional focuses included making sure that we as an example um focus on improving development or actually getting development in the uh mall area that’s being that’s undeveloped right now uh we discussed leveraging the natural assets by monetizing some of the areas by
Basically placing um small vendors and basically ways to attract people to come to the area and have some amenities there to support that including uh having perhaps local transit systems u meaning buses or many many U carriers to take people between places like new Black Wall Street and Arabia
Mountain Preserve and and some of the other amenities in this city and of course removing barriers and two of the key barriers uh that um we noted uh had to do with improvements of the school district there are some real challenges that we’re have with 75% of our schools
And we’d certainly like to see the city uh take that initiative on sort of Headstrong um 75% of our schools are actually performing in the bottom 25% of the metro area as well as the state of Georgia and we believe that the concertive effort are needed in that
Particular area it’s an example uh because it’s important uh to be able to attract new homeowners to the area higher income earners at that uh to help support the amenities that many of the many in the city would like to see in terms of retail establishments and of course the CID is
An area that um was much discussed there was concerns about um the profile of the current C IDs and basically uh making a motion or or recommending that the city take into consideration strengthening those and so that’s sort of the uh the the basis I do want to stress one area
That uh that’s not included here in the slides and that is which is included in the report and that is in the um the foreign the um the uh import export companies that are in the Stone Crest footprint as well as in District 5 around it there’s about $95 million a
Year that’s generated by these companies they’ve got about 14,000 employees and we believe that there an opportunity their opportunities to um do a little bit more entrepreneur work around those areas when we consider places like Clarkson representing over 160 countries as an example uh that sest could serve
As a hub for entrepreneur development for international businesses so we want to make sure that we underline that that’s in the report uh but I just wanted to stress that here uh so again the members really thank you for the opportunity to serve and um we look
Forward to your adoption of the plan because we think it’s a good start as we mentioned and um I’m open now for any questions you might have thank you very much Council questions comments Mr Mayfield let me say to you and to your committee we are eternally grateful for what you have contributed
In terms of your time and your talent uh to review and participate and become that conduit to uh look at what’s being proposed in terms of Economic Development and give us some serious feedback uh I particularly wanted to take a closer look at the the Cid’s uh role in this whole matter so
I’m glad you mentioned that uh and um I know your committee is at Sunset after making this uh report but I know you won’t go away and nobody wants you to go we wants you to become even more involved and monitor this process and continue to give us feedback as well as
Uh the director of Economic Development because uh what youve brought to the table like I said is a very very valuable um tool in terms of having reviewed this and giving us this report um that we can read again and again and uh follow it along and one thing I will
Uh probably like to mention is that it’s a living document or a living process and it will change as we go along and we need folks to monitor it and help give us advice on some of those changes and if we need to change direction we’ll change direction but we won’t do it
Alone we’ll do it with uh full involvement from the stakeholders and the community so again I thank you and your committee anyone else well we certainly thank you for the opportunity to serve excellent we are Stone proud indeed thank you again the next item on the agenda is the Stone
Crest Economic Development strategic plan Mr Christian uh green with the economic development uh director good evening again mayor and Council uh uh the consultant and her team have finished the plan uh as youve seen the uh the committee has uh submitted their report for review uh I’ve worked with
The economic development plan steering committee and wish to include the uh committee’s recommendations and the appendix of the Strategic plan uh the intent of doing this is to incorporate these recommendations into the work plan uh for the economic development uh strategic plan and uh that way it’s Incorporated in for the
Next five years I think that those recommendations including the recommendations of the consultant or key the the future of uh of our accomplishments for the economic development plan itself and at this time I’m asking city council to adopt the economic development plan with these recommendations added to the appendices
Councilor you had a chance to review this plan at the last work session and it was also uh presented earlier at was it the council meeting or the the work uh work session on February 12th it was okay yes all right um questions comments councilwoman
Washington um Mr Green I want to ask you specifically what um do you have planned uh strategically for small businesses here in the city of Stone Crest you bet so there’s uh multiple applications here uh from uh business retention expansion which uh we started I think I was month
One when I uh moved and created The Specialist which is for business pretention expansion uh program entirely which is focused on uh the top 100 businesses and then small businesses and Entrepreneurship here in uh the city of Stone Crest we are launching our first small business training series uh it
Will be here in May it was going to be in March we’ve had some setbacks so we needed to move that back uh to May it’s a six we series focused uh on entrepreneurs training entrepreneurs on how to uh start a business and the key
Functions of that and I can send you uh the details of of that training program uh and everything moving forward from there and then we’re also uh starting from the business’s side doing the uh tourism Think Tank on March 7th here at City Hall uh and that’s including all
The local businesses that are included in tourism uh and then uh when talking about that uh previously uh on the k212 front we worked specifically with the higher education groups and K through2 to focus on uh entrepreneurial segments then creating uh programs for youth uh before and after school uh where they
Can get uh training and learn how to do like coding and things like that so these are all just some examples of that entrepreneurial programs that will be coming here in the next few months I’m excited about that um we have been talking to some water boys you know
And they have the potential and we just I just wanted to know what we can offer them so that they we sure they can go to the next step so thank you for that you bet thank you anyone else you will entertain the motion for Action May protim councilman F I move to

Renovated Suites um 125 and 250 to for the city staff and um for the city council at the time Suite 190 was not included in those Renovations since that time um the tenant that was housed adjacent to the council chambers has vacated in that location um from that
Location and I would like to utilize that area for um a new Municipal Court which will also function as an overflow for our Council meetings and add additional public space to hold meetings um in addition to that I would also like to take the ven rent um excuse me
Vacated spaces um to have an additional renovation for executive staff in terms of the renovations additional renovations to the council chamber itself we want to enhance the video production and the streaming of our meetings in the current chamber and then also make it so that it’s easier for our production crew to make
Adjustments throughout our meetings to make sure that we are filming correctly and everyone is being able to be seen and heard we would like to make some additional modifications in this room the state contract we have a state contractor that has provided us um re a recommendation I’m I’m sorry estimates
For the renovation and construction of the council chambers as well as our Wellness area along on that quarter and the hallway outside of council chambers in addition to that they have also provided estimate cost for design work for the council I’m sorry for the Municipal Court suite and the Executive
Suite as a as design work and once that Des those designs have been created then we’ll come back and ask for additional funding to um do the actual construction of those uh modifications um the co the total cost of these expenditures is $368,900 95619 and at this time um I will answer
Any questions but I am looking for an approval for these accommodations to be made give us that number again dollar amount 368,000 he Council questions comments May couple manager scrubs will you add to your um details um about um what we have our the budget process where we had already we Rec considered
Uh these items um and which I’m asking two questions in one I’m sorry I’m trying to combine it to speak slower will you talk through some of the conversation that we’ve had over the past year about improvements to City Hall and um where uh that’s question one or statement one question the question
Behind that is will you also uh elaborate on the funds to cover the expenses yes um thank you mayor for that those two questions and the first one is the improvements to City Hall um about a year uh it’s probably been two years ago we did a renovation in Suite 250 that
Was previously our community development services um th those that we’re actually flip flipping those staff from the ones that were up there to suet 190 we have already the first part of that was the furniture and work stations that we asked for last year which was um really
Like a phase one because in order for them to move we wanted to make sure that we had um the uh new desk and workstations for that for the staff that would be coming down we also for some security and um just internal control processes wanted to make sure that all
Of our departments that need to be secured in terms of access to information and or materials our finance it HR are all now going to be housed in the um in Suite 250 and then that leaves the space that was vacated which will become our Executive Suite for our city
Manager’s office our mayor’s off mayor and then also our Public Safety liaison as well as any other staff and we also have included a design to have um storage as well as a conference room and then also um City staff will also have a training and Conference Room in one of
Those areas up there because the training component is is huge here with the city so we have made sure that we um have space available for training in terms of the uh here one of the in this room there will be extensive Renovations in terms of where our audio video
Equipment is currently located um and just Renovations on um carpet different things painting those types of maintenance type things that are throughout this particular Suite as well as the renovations for our health and wellness rooms that we’ll have behind the council chambers as well as that
Quarter when you come in on the um staff’s entrance on the side of the building in terms of the funding the funding for this will be from our previous fund fund balance um that we have from previous year and or any savings that we may have throughout this
Year um because this is a state contract it is typically with a PO process and so what if Council approves this uh staff will create a PO for this dollar amount and as they work through that um that satisfies our procurement policy in terms of How It’s actually procured once
They come up with the design again we will move forward with coming back to council um with the design work but then we’ll also have to come back again with there will also be some supplemental request in terms of additional technology on both Suites um um uh the
Municipal Court Annex it will be almost a replication of this area so there will be additional cost that we’ll bring uh back to council as well in addition to those same things that we’ve done before with the furniture and fixtures for uh sweet uh 190 thank you anyone else woman Washington yes um
G is is it possible I can like add like Improvement how about like flowers in front of our building um I’m glad you you asked that we while we can there um certainly uh wouldn’t be something that I would have to add to any expenditure like that but
It would be something that we could um yes ma’am okay I would love and as a matter of fact I do want to say that H I have asked our parks department to see if we can plant some of the mammoth sunflowers um in front of the building so we can see those
Bloom um this year so that is one of the things I’m for sure that we’ll do and then obviously any any recommendations that you all may have in regards to the Aesthetics on the outside I’d be more than happy to talk about that well foot sunflow
Treat that’s the strength of the city of Stone Crest anyone else um mayor ptim council M um city manager Scruggs um I apologize I’m not um could you tell me where in the where will this funding come from in the general fund what it what is the um what
Is it under is is not um this is going to be under uh Professional Services Under the facilities and we’ll increase if it’s approved we’ll be increasing the um amount by this $368,000 from previous year fund balance so unspent funds um that will roll over yes sir so we’re saving money

Statewide Mutual Aid agreement Miss GRS thank you mayor protim this agenda item is for an agreement that we um that I’m ask that I’m going to ask the city council to approve but it is for the Georgia Emergency Management act and what it does it ensures that we if we
Sign this Mutual Aid um assistance in the event of emergencies then we can ensure the timely provision of those um ass that Assistance or the reimbursements of cost during any any type of emergency or disaster that occurs within our uh footprint so this would be anything from a natural disaster technology disasters human
Cause disasters um civil emergencies um other things like that and this assistance would could include Personnel equipment um facilities supplies so it puts us in a position to be able to um get those additional resources and or be refunded for those in the event that we have an emergency a declared emergency
And need those funds I mean if storm comes through and take down a lot of trees and power lines it would have to be a large declared emergency okay yes Big E like floods uh yes sir uh tornadoes yes sir okay good um anyone else questions comments mayor protim councilman P um
City manager SC and I might be um just for the just for some of the citizens who might be listening um there are there alternative plans that we could that Stone Crest could go with um obviously in the event of a of a natur natural dis of any type of disaster um
Our Browns Mill Recreation Center um I think it was the beginning of last year or late in 22 we um declared that as a disaster location and we’re working with um the appropriate agencies to make sure that we have that facility up to par to
Be able to do that so obviously in the event of a a natural or or a huge disaster um the city would step in and provide assistance where we could so I want to maybe rephrase my question I was saying in terms of there’s no other state um M um like
Alternative we would have to go like State there’s no alternative like in terms of like Statewide Aid this is is this is what um the this is that state aid this is from from it’s Statewide Aid just want to make sure every run know citizen wise thank you anyone
Else may cell just not to um I just want to add some context to the um conversation the um Georgia Emergency Management um Association gima um is of course our Statewide Emergency Management um agency diema is the cab Emergency Management agency that comes under the state uh so as we uh are a
City um moving and growing uh beginning to look at different services that we’ll provide um today we have a partnership with Dima um to help with uh immediate uh emergencies here boots on the ground because that is the County Emergency Management but gima uh is the rollup to
The state so this is why this is a Statewide mutual agreement um so since we are only in one state uh this is the one state agency that takes care of Emergency Management uh for us so this agreement basically says that we agree that we will partner and G and gima will
Assist in um catastrophes and disasters within our footprint of course in coordination with dimma the city and any other law enforcement agencies that need to participate so this just kind of rolls all of our Emergency Management up to the state uh so there is no other

Meetings that we have scheduled there is a banner going across the top of the city web web page that list the dates and times we have one of those meetings on tomorrow at Browns Mill there’s one on the 29th at New Birth and then um starting on April the 4th it starts the
Planning and zoning process which means it’ll start at the um cpim meeting and then the 64 Planning Commission meeting and then it will come before Council on the 624 council meeting thank you thank you uh district one no comments from district one District Two yes so um to District 2 for
Um for my report um had a great meeting today with the with the cap County Police um Alicia I will talk to you a little bit about what that request you gave me um well excuse me councilwoman Washington apologies um so I will be doing and so had a great conversation
With them in terms of like some of the things in safety things like that and so um I want to say thank you to everyone and thank you to everyone who provided suggestions things like that and comments and I would like to tell you that East Precinct hears you they
Respect your and they respect your comments and are def actively working towards Solutions towards that so I want to say he thank you to our to our men and women in blue out there who continue to serve us over at thecab County PD um
In addition I will be going on a I will be going because we don’t have a council meeting in between I will be going on a ride along with code enforcement and so I want to say thank you to every citizen Who provided comments ideas different
Ways that we can help improve our CT enforcement agency and qu and places we should be riding around in our ride along so we’ll be out next Saturday and I’m looking forward to seeing some of you guys out there I’m looking to make the team so please continue to give suggestions um um

To first of all um piggyback a little bit off Valentine’s Day events um we had a wonderful uh city of Stone Crest Valentine’s Day breakfast on U Wednesday February 14th it was so exciting to see everyone there uh to be able to Fellowship uh and literally love on each
Each other as one community so thank you all for joining us uh if you have not had a chance to hang out with our Parks and Rec team you should take a moment to do that some fantastic folks over at the Browns Mill Rec Center and they really really value our programming and
Opportunities uh to just have fun with our citizens uh so thank you to the team and all those who helped put that together it was a great turnout uh wanted to reiterate the mayor’s reading club uh is going to officially begin on March 1st which is Friday we will be at ston View
Elementary at about 8:30 in the morning to read to our students we are reading a series of books that help the students learn about local government so we’ll do our first one Friday Friday morning at Stone View I’m also want to shout out another Parks and Rec
Program uh that will uh begin let’s see March 4th and March 6th uh we are doing guitar lessons over at the rec center um from 5:30 to 6:30 which is lesson 1 and then 6:30 to 7:30 is lesson 2 uh please feel free to join us uh guitars are
Available if you don’t have your own uh so that should be really fun um solo sessions will begin March 11th and there is a cost to that uh but the rest of it is free to you so just come out and hang out and learn how to play the guitar a
Little bit I might even stop through and and string a chord or two did I say that right strum darn okay I’ll learn but excited about that uh also before you we see you again uh in our March work session uh I will have had my first uh
Mayor’s uh press briefing we’re going to do this monthly if you follow our website our social media you’ll see all the dates for the calendar year uh this is just a 30 minute um quick from noon to 12:30 just giving brief updates on the things happening in City Hall also
We’ll give uh updates from um mayor and Council and from the city manager’s office and then the fine folks of the cab East Precinct will join us as well major Baron or her design will join us for uh some updates on um Public Safety or police rather so excited to be doing
That a lot going on uh for the city if you’ll stay engaged with us as we continue to roll things out throughout the year not just from the mayor and Council but also from our department heads also from our city manager’s office also from our community engagement office you really uh have a
Great team working on your behalf to bring you the things that you want to see here um we asking for your engagement constantly uh we are still a new city taking care of some of the foundational things like our comprehensive plan like our Economic Development uh plan and so these things
Require your engagement uh so that you know what’s going on and also that that we’re building champions of the city it’s one thing for the six of us uh To Be A Champion but it’s another thing to have the 60,000 of you join us and being
Champions of our city so if you’ll stay engaged connect with us connect with your city council members uh and just really staying to know about what’s going on a lot is going on a lot’s coming at you really fast uh so it’s important that you stay in tune with us
