It was never about bicycles. It was about making streets safer. Up until the late 1980s bicycles were still seen as a nuisance (referred to as rats) to get riid of.

And Amsterdam is by far not the best city for cyclists. I would say average in the Netherlands. The newer the city, the better for cyclists. Thinking about viaducts or tunnels for cyclists and high quality tarmac instead of stones as pavement.
