Hello, i want to buy a single speed bike, my nudget is around 1000 euros, what bike is good to start ? I want to ride to work and maybe on weekends. ( i really want to go for something with tall rims like the one in the pic ) thank you!

Browse r/fixedgearbicycle for older/recent threads on complete bikes, basically anything sold complete should have a fixed/free rear hub, just make sure it can take a front and rear brake. Also buying used will probably give you the best value since a lot of people buy single speed / fixies and then don’t ride them at all
I just bought my little brother a motobecane off bike island dot com. Almost 400 $. Single speed.
Decent straight tube frame. Fatty 38 x 700 tires I think, fits bigger too. Mechanical disc brakes, better than rim brakes.

Tall rims look great but in your price range you will only be getting super heavy alu wheels. For an entry level bike you could check out the Santafixie Raval, which is 550€. Definitely also keep around 1-200€ as extra budgets for a nice pump, helmet, lights some spare tubes, tire upgrades etc.

Take a look at the Bianchi Pista, that’s about $800, and a GREAT bike, I’ve ridden one since 2014.
State bicycle or something used
It really depends on you. There’s loads of great choices at that price range.
Cinelli makes really nice frames (they are part of the same group as the tubing company Columbus). You can get a complete from them for under your price range then upgrade the parts over the years to make it super nice.
Or if you want something more weird and with lots of tyre clearance you could go for a Surly steamroller.
There are tons of great bikes at that price. My advice is to get a complete bike with a frame that you really want then get better wheels in a few years once you’ve thrashed the original ones to death
Buy a old road bike you like. Dropp at your favorite bike shop. Then have them convert it to single speed. Boom your bike done right just how you want it.
