Truthfully, I’m not surprised at all. Cabbies are some of the most dangerous, entitled drivers on our roads.
I can see why a letter would be sent; even frame by frame, I struggled to see irrefutable evidence of a lit phone screen even though there is a high probability that is exactly what he was doing. Given it could cost him his job, he would likely challenge it in court. That doesn't make what he was doing anything other than extraordinarily stupid. A lucky escape this time. Lesson learnt? Who knows?

I wouldn't dream of using my cell phone whilst riding my mobility scooter, way too dangerous. Drivers who do should be ashamed of themselves.
My vehicle had it's MOT today. I was told to unattach the phone cradle from the windscreen otherwise it would fail. (It was in the corner, not obstructing any vision) I'm sure there is a perfectly reasonable explanation for this, but find it a little contradictory of the law. The good news is it passed 👏👏(…and yes, the cradle is back in position)
Points and loss of licence aren't punishment – they're public safety mitigation.
They know they shouldn't do it, they know what the consequences could be, but they still do it. How stupid is that?
Good, lost count of taxi drivers driving like they own the road. Had one parking on my bumper recently and acted like a complete tosser, I am going to price him out of business.

Hmmm, it’s still 1 rule for 1 and 1 rule for another isn’t it. So I suppose people will gamble on just getting a letter now. Is it illegal to touch your phone whilst driving? What’s the punishment? Oh well that depends if we like your personality or not. Having seen this I guess it is now legal to use your phone in a traffic jam. So I will, and use this video for evidence if they try to give me points.
You'd think most cabbies would know better by now. Not just because they're breaking the law, but because West Carriage Drive has been your favoured hunting ground for at least 3 or 4 years!

Police bending the rules once again because it is a black cab driver !!! If this was an Uber driver they would be all over him like flies on a turd !!!! With TfL's backing of course !!!! Have you reported this to TfL ? They would still have to deal with him and maybe just maybe he (and other taxi offenders) would spread the word around and less we get less offenders as a result !!! Cabbies are arrogant and entitled and think London roads are their exclusive patch !!!!
My phone is always turned off while driving. Except for Google maps. Phone is then in door pocket
