“Only a sustainable city will be a prosperous city” – the GIZ project SUTi (Sustainable Urban Transport in Tirana) is working on city-level with the Municipality of Tirana for direct positive change for everybody who uses the bus, the bicycle or walks. Tirana aims to modernize it’s transport system to fight climate change and to become more people-friendly by aligning it with EU standards and reconceptualizing the streets as a space for everyone.

    Welcome to tirana the cultural political and economic center of albania the vibrant capital is home to almost one million inhabitants a third of the country’s population and is responsible for 40 percent of albania’s gdp with its top universities museums and government institutions tirana is a dense and diverse city with

    80 percent of the people living within a three kilometer radius from the city centre making tirana perfect for walking and cycling every day more than a third of all trips in tirana are made on foot or on a bicycle the public transport system which is used for over 35 percent of all trips

    Relies exclusively on buses recently cycling has become more and more popular due to improvements in cycling infrastructure since the fall of communism in the 1990s tirana has seen a drastic increase in the number of cars from almost none to over 200 000 cars today today the ratio is almost one car for

    Every five citizens resulting in severe traffic jams slow bus journey times road safety concerns as well as increasing air pollution in the city transport is also responsible for roughly fifty percent of carbon dioxide emissions in albania the government has recognised these issues and is implementing measures to transform tirana into a people-centered modern

    Sustainable and enjoyable european capital before 2020 tirana like many other cities used to receive a lot of visitors we would have thousands and thousands of visitors every day who were attracted by the beautiful city the vibe the energy and all together the life that we had in here

    But of course during 2020 we had plenty of time to absorb what the city had become and what it had become was a place where people wanted to live in a balance and in harmony with their surroundings that meant we had to reconceptualize streets so there would be more walking space

    We would take the space away from cars who were parked on street and turn those into biking lanes and all together have a more harmonized livelihood with everybody being involved and deciding that space was for everyone not just for the drivers not just for the cars but everyone who wanted to move around

    In town On behalf of the german federal ministry for economic cooperation and development giz is assisting the municipality of tirana in the field of sustainable urban mobility to maintain and improve the currently still remarkable shares of walking cycling and public transport focusing on what people want and need is crucial

    Giz is supporting the municipality of tirana in three key areas enhancing the bus service to make it more reliable faster and more comfortable by focusing on customer service this includes digitalizing the monitoring and management of the bus service and establishing customer feedback loops creating more awareness and building infrastructure that prioritizes walking

    And cycling for all people in tirana giz is supporting tirana in establishing the first cycling training facility for schools or creating traffic safety zones around schools introducing a data-driven management approach as the basis of future policy and investment decisions on reliable and transparent information for example by developing the first

    Urban mobility data strategy for tirana and analyzing and managing traffic pattern through digital tools by focusing on innovations for public transport and sustainable mobility cities can address the needs of its inhabitants improve the quality of life and strengthen the local economy not only for its current residents but for future generations and their
