He can apply for student loan (student finance search niyo po ) after his 2 or 3 years BTEC college siguro po eligible naman na siya kasi pag 3 years na siya dito eligible na po siya. I am so sorry but you don't need TV license here in Uk if it's just for the news. You can just have bbc news app which is free of charge, you would not need tv license for streaming etc. With regards to his Uni at least you did not pay for his study prior to his university so good for you.
