1WW, Nieuwpoort. It's the story, how the Belgiums stopped the advancing German army in 1914. They flooded the area by opening the locks (river IJzer) at Nieuwport. The locksman opened the locks at a night to prevent the Germans advanced into France. Then it became a stalemate. From Nieuwpoort to Ypres. I would guess those sand bags weren't from world war 2 but more likely filled with concrete to make a symbolic piece to remember the war.

It seems those walls were built with sandbags filled with dry/wet concrete they set them let them dry so they can look like sandbags . the sandbags would decay.
Be careful with your drone usage, the laws in Belgium are very different to the UK and France.
